A: There is no bidder list since this was posted on the Government-wide Point of Entry (GPE) website at https://beta.sam.gov. You can refer to the attached attendance roster.
Q: In the original solicitation it mentions project commencing "early June 2020" and ending on 8/31/20. However, in the amendment, it moves the start date to "no later than July 1st" with the same completion date. Are we to understand they have removed 30 working days from the time of performance? Or will the award still allow for a start date of "early June"?
A: Section F - 2 will be amended as follows:
F-2 - FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984)
The Contractor shall be required to (a) commence work under this contract shall begin no later than August 17, 2020, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than October 16, 2020.
The time stated for completion shall include final cleanup of the premises.
Q: In regards to Section C-14 - Site Information and Limitation Camping will not be allowed on site.
A: After further consideration, Section C -14 is amended as follows:
C-14 - Site Information and Limitation
The following site conditions are considered incidental to the contract and the contractor will not be paid directly for any of the following items:
Construction sites will be closed to the public during construction. The Forest Service will issue a closure order to the public. The Contractor will be responsible for signing and limiting public access.
Contractor will provide all materials and labor necessary to protect streams, wet or dry, during construction activities. The Contractor will be required to submit a stream protection plan and receive approval from the COR, in writing, prior to the beginning of construction.

lands. The removal of mud and debris from treds, tracks and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, running boards, and front bumper/brushguard assemblies will be required.
The purpose is to reduce or eliminate the transportation of noxious weeds, which is required by Federal and State regulations.
Utilities are not available at the site for construction purposes; however, toilet facilities are available at the site.
Camping will be allowed on site. All camping expected to exceed 14 calendar days shall be requested in writing and approved by the District
Ranger and Contracting Officer Representative.
Q: Will there be minutes coming out from the encouraged pre-bid site meeting? We will not be able to attend unless there are provisions for a teleconference.
A: This amendment includes questions that were asked at the site visit. Since late questions have been coming in, a conference will be held on: May 22, 2020 at 10:00am
Participants are to use the following information to call in:
1-888-844-9904 Access Code 2448518
Q: The suppliers tell us the panel number listed is incorrect or an invalid number. Can you confirm correct panel?
A: The SC2040M200S has been discontinued. The
SC2040M200C is an acceptable substitution though it is rated only at 10k a.i.c. instead of the 22k a.i.c.
Q: Do you have any objection to boring the line through the trees up the hill instead of open trenching?
A: Boring is acceptable, however we would anticipate a higher probability of encountering large rocks in this area. Additional cost incurred for boring through rock would be the responsibility of the contractor.
Q: Can pull access boxes be installed along runs of conduit to help in long lengths of wire or conductors or easy of pulling and access?

Q. Is the tree removal extensive, how much tree removal would you say there is?
A. Project will likely require removal of less than 10 trees sized up to 10¿dbh as well as some brushing. Contractors should evaluate the site themselves to determine extent of removal.
Q. Are you expecting the surface repair to the roads to return them to their original state?
A. Yes. All disturbed areas should be returned to original state.
