1202NV19R0002 Invasive Species/TEPS Vegetation Management IDIQ Amendment 2 Salmon-Challis National Forest

The following question/answers have been provided:

Q: Is it required to have herbicide applicator license or insurance?

A: It is required to provide proof of herbicide applicator’s licenses, insurance, and all other requirements with proposal in order to be considered for award. See section L and M of the solicitation for further information.

Q: What is the date of pre-proposal meeting and date that proposals are due?

A: The pre-proposal conference was already held. Please see Amendment 1 for pre-proposal documentation. The propossal due date has been extended to June 14th at 1 p.m. MST. All information regarding this solicitation is advertised on the Federal Business Opportunity (FBO) website at www.fbo.gov. It is the vendors responsibility to be aware of all information and to monitor the FBO website.

Q: What do I need to do with EEO and Affirmative Action checkboxes in Part D of the solicitation.

A: FAR 52.212-3 requires vendors to answer these questions and is also required in a SAM profile. Offerors with these kind of questions shall contact a local Procurement Techincal Assistance Center (PTAC) representative for clarification. You can find your local PTAC representative at the following website: http://www.aptac-us.org/.

Q: Clarify Herbicide line in Schedule of Items.

A: Section C.7 and Section B.2 have been amended and can be found on the following pages. The herbicide line item is specific to herbicides, adjuvants and dye for that line in the schedule. The unit of measure in acres is correct. The Forest Service wants to know what the cost of herbicides and associated adjuvants and dye would be when the contractor provides herbicides, adjuvants and dye for an acre of chemical treatment. Like every other line in the Base and Option items, the Offeror needs to calculate maximum cost of herbicides per acre. Herbicides, adjuvants and dye costs would be based on those herbicides that are approved for use on SCNF (see Exhibit 4, SCNF Herbicide Requirements). Use rates for those chemicals should be calculated at maximum rates of application, and vendors should provide bids that reflect a tank mix would be applied utilizing up to three active ingredients.
