SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C- 1 - Project Description and Location

(a) Description of Work.

The purpose of this contract is to replace the sewer lift station at the Newland Ranger. The Newland Ranch Sewer Lift Station Replacement includes the following: furnish and install new pumps, controls, and other components to repair/update two sewer lift stations. Work includes, but is not limited to: providing and installing, four new pumps, and one pair of guide rails systems; updating one pump control panel as required, and repairing or replacing one control panel; providing spare wear components, and any modifications required to rehabilitate the pumping system to an operating status which will allow continuous and reliable operation of the wastewater system.

The purpose of this contract is to repair the system, with the minimal modifications necessary, to bring it back to a reliable operational status. This is to minimally include: the replacement of four pumps so they all match;

the repair or replacement of the motor control system, of the upper lift station, and verification of the control floats.

It is the intent of the Engineer to allow maximum flexibility to the Contractor by providing a minimal specification of materials, and equipment, thus allowing the Contractor to propose suitable equipment to accomplish the repair/modification of the system. It is the Contractor’s responsibility to provide a complete and operable system, which upon completion of the work:

Will continuously, and safely grind and transmit effluent from the compound to the lagoons, in response to the float control systems located in the pump wells.

1.) All work must comply with the latest editions, of the relevant elements, of the International Code Council family of codes. Also, included by reference is the National Electrical Code.

2.) All items provided must be U/L approved or equal.

3.) The work is for the US Government, on Government owned property, and is not subject to local permitting, or code compliance inspections.

All work will comply with relevant standards such as, but not limited to: International Plumbing Code; The International Electric Code, the National Electric Code, the standards of the National Sanitary Foundation; and, Idaho Department of Environmental Quality /EPA. The work is on US Government property, and not subject to State or Local Plumbing Codes, or permitting.

(b) Background The existing system was constructed in 1995. As of May of 2018 one lift pump had failed, in each of two lift stations. The control panel for the upper lift station is original and is in bad repair, with the audible alarm, and indicator lights not functioning. The system must be repaired/ replaced to allow the compound to function.

(b) Project Location.

From North Fork Idaho, travel to the USFS, Newland Ranch HWDS, located at 91 Salmon River Road, North Fork, Idaho 83466. Which is approximately 1 road-miles westerly from North Fork, Idaho, on the north-westerly side of the "River Road", FS Route 30, as you head downriver towards Corn Creek.

(c) Site Visit.

(See Section L, FAR Clause 52.236-27)

(d) Start Work.

It is estimated that work will begin August 1, 2018 or sooner depending on award date.

C- 2 – Item 1 Specifications Replace two existing 5-hp grinder pumps, Meyers, MDL WG50H-21, with new pumps with improved grinder assemblies designed to handle "Diaper Wipes". Includes the installation of any required components at the pumps, and the modification of the existing control cabinet to assure compatibility with the new pumps. Provide related consumable spares for a 24-month period of use.

Replace two existing single phase; 230‐Volt; 5‐hp grinder pumps; Meyers, Mdl WG50H‐21, with updated pumps. The existing pumps are rail mounted on a Meyers SRA23HH,(may be an old catalog number, units are the Meyers units designed to operate with the referenced pumps), Lift‐Out Rail System, with stainless steel components, which was installed in 2015. It is intended that the new pumps work with this rail system. The new pumps must have grinder assemblies specifically designed to cope with the nonwoven textile, “Diaper‐ Wipes”, which have become endemic in the waste stream. This item includes all necessary modifications to the existing plumbing, and electrical systems. At Contractor's option the pump well can be modified, and a new pump support/rail system may be installed. However when completed the same system must be in both Lift Stations.

Modify/repair existing control panel as necessary to be fully compatible with the new pumps. Verify that all components are functional. Minimally install new contacts in the motor starters. May require capacitors, contactors, etc., to match requirements of the new motors.

C- 3 – Item 2 Specifications Repair/modify, or replace, the existing motor control center and float assemblies, must include new motor starters, alarm and led lamps indicating pump operation; b) Remove existing Lift-Out Rail System, and Install a new stainless steel, Meyers SRA23HH, Lift-Out Rail System, with stainless steel components, and associated braces and mounts; c) Replace two existing 5-hp grinder pumps, Meyers, MDL WG50H-21, with new pumps with improved grinder assemblies designed to handle "Diaper Wipes". Provide related consumable spares for a 24- month period of use.

Replace two existing Single phase; 230‐Volt; 5‐hp grinder pumps; Meyers, MDL WG50H‐21, with updated pumps. The existing pumps are rail mounted on Meyers SRA23HH (may be an old catalog number, units are the Meyers units designed to operate with the referenced pumps), Lift‐Out Rail Systems, which were installed in 1995, and are failing. Pumps must match those installed in the Lower Lift Station.

Repair/modify, or replace, the existing motor control center and float assemblies, must include new motor starters, alarm and led lamps indicating pump operation. The decision on whether to install a new panel assembly or rebuild the existing one, is left to the contractor.

Install a new stainless steel, Meyers SRA23HH, (may be an old catalog number, units are the Meyers units designed to operate with the referenced pumps), Lift‐Out Rail System, with stainless steel components, and associated braces and mounts. Optionally the Contractor may install an “equal” system in both the lower and upper lift stations. At completion, the pump lift out system in both Lift Stations must be the same.

The “As‐Built” drawings from the 1995 Contract, are included for reference information only. No warranty is given that these drawings are fully accurate, as undocumented modifications may have been made as part of maintaining, the system over the intervening 20‐years. It is the Contractor’s responsibility to examine the work, and ascertain the complete nature and scope.

C- 4 – Technical Requirements The technical requirements are as follows:

Pumps:

1. Hydraulics:

a. To prevent drop out of sediments, a minimum flow rate of 55‐gpm, is required from a single pump, through the relevant discharge line.

b. Currently, from intake to the discharge point for both lift stations there is approximately 110‐ft TDH, at a flow of 65‐gpm, with one pump running. There is an increase to approximately 125‐ft TDH at 55‐gpm per pump, with both pumps running.

c. The pumps supplied, must have a pump curve which will operate efficiently under both conditions.

2. Electrical: Due to power system constraints, the pumps provided must operate on 230‐Volt, Single phase power, at a maximum running amperage of 34‐Amps.

3. Grinder assemblies must be designed to cope with nonwoven textile, “Diaper‐Wipes”, and be fully serviceable without disassembling the pump. Provide sufficient components required for routine maintenance/replacement of the cutter assemblies at the manufacturer’s recommended service interval for eight months per year, for three (2) years.

The systems are controlled by four floats. Contractor shall verify operation of floats, and condition of conductors, insulation, strain reliefs and connections, and replace any that are worn, or do not comply with current code(s).

The lowest is the enable float, which goes into the closed position as the fluid level in the pump well rises, and enables the pumps to run if the lower call float closes. As the well is evacuated by the running pump, the float drops to vertical and opens, turning the pump off. This float also resets the alternating relay.

The second float, is the call float for the first pump in the operating sequence. It is normally open when hanging, and closes on fluid rise. When closed the first pump is called and runs.

The third float, is the call float for the second pump, in the operating sequence. It is normally open when hanging, and closes on fluid rise. When closed the second pump is called and runs.

The fourth float is the alarm float. It is normally open when hanging, and closes on fluid rise. When closed the alarm system is engaged. The alarm system stays engaged until the fluid level drops, and the float goes vertical and opens.

C- 5 - Alarm system Shall include the following features:

1. An indicating light system consisting of a red flashing, or rotating light, of sufficient size, and luminescence that it can be seen at a distance of 2500‐feet, during day light.

2. An audible alarm of 95‐db minimum, at the lower lift station, and 105‐db minimum, at the upper lift station.

Audible alarm must be configured so it can be manually silenced, with a single button, for a period of four hours.

C- 6 - Motor Controls The final motor control system shall operate the pumps in response to the float system described above, and contain at a minimum:

1. An alternating relay system which will alternate on each cycling of the primary pump, which pump is the primary (first to start), on the next run sequence.

2. Motor starters correctly sized for the motors provided, with reset mechanisms.

3. Start and run capacitors as required for the supplied pumps.

4. A hand/off/auto switch for each pump.

5. Suitable circuit breakers to protect the system components.

C- 7 - Submittals

1. All submittals shall be in an editable PDF format to allow, the insertion of review comments and stamps.

2. All submittals shall bear an indication from the Contractor that they have been reviewed by the Contractor and will operate as an integrated part of the final project.

Pump Submittals, before ordering pumps: Submit manufacturer’s data on the proposed pumps, to include:

Operations and Maintenance Manuals, which include the relevant pump curve, and a full listing of repair parts, to allow determination of suitability. Manufacturer’s data must indicate that the grinder assembly has been engineered to cope with nonwoven textile, “Diaper‐Wipes”.

Controls Submittals, before ordering: Submit manufacturer’s data on the proposed replacement control panel, or replacement components to be provided. Indicate that components are compatible with the motors provided.

C- 8 - Final Submittals Compile a final As‐Built of the system, as modified, preferably in a PDF format.

Minimally it shall include:

1. Manufacturer’s data for pumps provided. (As stated under pumps.)

2. Accurate schematics for both control panel, and manufacturer’s data for all components.
