Response Yes, either would be acceptable.

Section B.14 Schedule of Items and Specifications, Note (pg. 8) and Section D, EXHIBIT 8 –

Beyond Line of Site Communications Datalink (a) (pg.

81)

Section B.14 Schedule of Items and Specifications, Note (pg.8) states: Utilization of cellular systems, wave relay, and satellite communications are all acceptable means of data transmission.

Section D, EXHIBIT 8 – Beyond Line of Site Communications Datalink (a) (pg. 81) states: Aircraft must have the ability to send and receive data via Satcom….

Will the customer please clarify that Satcom is the preferred means for data transmissions?

Response

The government’s need is to share information based on the flight profiles described in the solicitation. The government desires the solution to have minimal latency and maximum connectivity throughout the CONUS. The government realizes that there are several solutions to address the sharing of specified information required in the solicitation and expects offerors to present cost effective and reliable solutions based on the request for Satcom, beyond line of site communications.

Section B.23 Personnel, Sensor Operator Experience Requirements

(d) (pg. 30) and Section D, Exhibit 7 – Moving Map Software/Hardw are Requirements (c)

(pg. 80)

Section B.23 Personnel, Sensor Operator Experience Requirements (d) (pg.30) states: Advanced knowledge of 3D moving map software; however, Section D, Exhibit 7 – Moving Map Software/Hardware Requirements (c) (pg. 80) does not mention the 3D requirement.

Please confirm offerors are to propose a moving map display with 3D visualization.

Exhibit 7 – Moving Map Software/Hardware Requirements (c) (pg. 80) Added language to the end of the paragraph “The moving map must be capable of presenting in 2D and 3D as selected by the operator for situational awareness and enhanced incident awareness depicting topographic conditions.

Section D, Exhibit 7 – Moving Map Software/Hardw are Requirements

The bold language below appears to be contradictory:

All will be capable of showing the moving map, EO/IR sensor imagery and both moving map and sensor imagery using a split screen format. Each monitor will have the capability of viewing any of the 3 feeds using an input selector. The map display and sensor imagery do not have to be displayed on the monitor simultaneously."

Can the customer please clarify whether offerors do or do not need to show the map and sensor imagery in split screen simultaneously?

Response

The sentence: “The map display and sensor imagery do not have to be displayed on the monitor simultaneously" is now removed from the solicitation.

The government’s request is yes, all will be capable of showing the moving map, EO/IR sensor imagery and both moving map and sensor imagery using a split screen format. Each monitor will have the capability of viewing any of the 3 feeds using an input selector.

Section E.3 (13)

(pg. 85)

RFP Section E.3 (13) Safety Management System Information states that the Contractor must provide a copy of the company’s SMS Certificate, a completed copy of E.8 Safety Management Systems (SMS) Components Questionnaire and Accident History in response to the Safety Risk Management evaluation factor.

There is no questionnaire to be found in the solicitation.
