Solicitation 12024B20Q9005 Amendment 00002 Questions
Page Section Topic Question n/a n/a Electronic
Submittal Will the Government allow an email submittal of the proposal?
Yes, if your proposal is not too large for an email attachment or can be zipped. Make sure to separate out the business and technical proposal.
77 E(a) Part 135 Certificate Section B-2(a) requires the offeror to “hold a current Federal Aviation Administration (FAA) Air Carrier or Operation Certificate.” Further, that same section requires that the aircraft offered “be listed by make, model, series, and registration number on the Operators 135 certificate at the time of offering and throughout the contract period of performance.”
Obtaining the appropriate Part 135 Operating Certificate and getting a specially equipped aircraft inspected and accepted to operate under that certificate requires offerors to complete an FAA certification process which may not be achievable within the timeframe specified in Section B-2(a).
In order to provide offerors a reasonable opportunity to acquire the appropriate FAA Operating Certificate (one that would meet the RFP specifications), would the Government consider delaying the Part 135 contractual requirement until the appropriate Operating Certificate is issued to the offeror that would meet the RFP Requirements?
Yes, the government would consider allowing up to 12 months from the date of award to meet Part 135 contractual requirements.
Lastly, would the Government accept if an affiliate company, i.e. wholly owned subsidiary of the contractor parent company, of the offeror held the certificate?
Yes
5 Section A-5 Pilot Qualification Does the USFS have a document reflecting the DOI-OAS or USDA evaluation flight required to meet the qualifications of this contract? Is there specific training outlined for the pilots to study prior to receiving the required evaluation flight?
There is no specific training for contract pilots.
Solicitation 12024B20Q9005 Amendment 00002 Questions
10 B-4(b)(3) FM Radio The operating altitudes for mapping keep the aircraft well above the low-level fire-fighting aircraft and normally out of the limitations of a TFR over the fire, if applicable. Can the Government expand on the need/purpose of the FM radio?
Some NIROPS missions occur in the same airspace as other night time aircraft (FS or state/local government) at similar altitudes and use of FM radio is needed for coordination.
25 B-10(11) Passengers and Cargo Transport
Reference is made to “transporting passengers and/or cargo.” Can the government please advise whether there will be a requirement for this or whether the contractor is to anticipate carrying cargo or passengers?
Transporting of passengers or cargo is not anticipated to be the norm for the NIROPS mission. Per the question related to E(a) above, the contractor will not be asked to transport passengers until Part 135 requirement is met.
16 B-6 Aircraft/Equipment Security
Can the Government provide examples of acceptable aircraft disabling systems? Can two security devices be two prop locks on the aircraft?
Yes, two prop locks will be sufficient
B-9(a)
B-11(a)
Altitude If the requirement is to fly a minimum of 10,000 ft above ground, is it necessary for a PIC to have 200 hours of “low level mountain terrain” flying time as per page 27, B-11(a)?
Yes. Per FS Handbook FSH 5709.16
18 B-7(b)(2) Audio Systems (2)Audio Systems (ii) (D) Required Audio Control systems
1. A single audio control system for the PIC and SIC/observer
Please confirm that the only audio systems that are required are for the PIC and SIC, the SIC position does not have a dual function since a SIC is required per the contract. Is the request for a 3rd audio panel for an observer in the back as the right hand seat (SIC seat) cannot be an observer?
A single audio control system is the minimum requirement.
