14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.

The purpose of this amendment is revise section E-2, to allow the government the option of making more than one award from this solicitation, and revise E-2 to match schedule of items, lastly to answer submitted questions. See page 2 for details.

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

E-2 EVALUATION - COMMERCIAL ITEMS (FAR 52.212-2) (OCT 2014) (TAILORED),

paragraph (a) is revised as follows: (Changes in Bold)

(a) The Government will award 1 to 2 contracts to the responsible offeror(s) on the basis of price and technical factors as follows: Mandatory Documentation, Aircraft Technical Assessment, Safety/Risk Management, Past Performance and Organizational Experience.

The Government will evaluate “Price” of offers for award purposes by adding the proposed daily availability rates and the proposed flight rates for the base year plus two

(2) option periods to determine overall price reasonableness being offered and to determine the demonstrated understanding of the level of effort needed to successfully perform the services. Mandatory Documentation will be a pass/fail factor. The Government will first determined whether a proposal has met the Mandatory Documentation requirements. If it has not, it will be eliminated from further consideration. If the Mandatory Documentation requirements are satisfied, Quotes that pass will receive qualitative evaluations for each of the remaining four (4) technical evaluations factors (Aircraft Technical Assessment, Safety/Risk Management, Past Performance and Organizational Experience).

The nonprice factors - Mandatory Documentation, Aircraft Technical Assessment, Safety/Risk Management, Past Performance and Organizational Experience -when combined, are significantly more important than Price.

Questions:

1. Q: Can the Part 135 requirment be removed noting however, the aircraft will be maintianed according to Part 135 as required in Section B-5? A: The aircraft will need to have the Part 135 Certifcate.

2. Q: Is a single engine turbine (i.e. PC-12), similar to the Colorado MMA aircraft, going to be acceptable for this contract? The contract appears to specify a multi-engine turbine?

A: Any aircraft that can meet the specifications will be considered for award.
