12024B19R0002/0003 Sherpa Maintenance (SMX)

1. RFP, Section B.1, Section C.16, and Exhibit 2 (WD):

Q: The Government provides a listing of items (1.A – 1.H & Options) to be priced with 150 Guaranteed Days in the Base Period, 260 Guaranteed Days in Options 1 through 4, and 110 Guaranteed Days in Option 5. Section C.16 (2)(ii) states “The Government will pay hourly maintenance crew availability as specified in the Schedule of Items minus any reductions due to unavailability.” Additionally, the Government indicates in Section C.16 (iv) that “Unavailability will be recorded in actual hours and minutes each day. This amount shall be subtracted from daily rate for the identified and will be calculated by taking the total daily rate times divided by 8”. Section B.1(e), Schedule of Items, states “Personnel will work a minimum of eight (8) hours per day… and typically be working five (5) days per week (Monday through Friday excluding holidays).” In response to Question 7 in the first Q&A responses, the Government responded that “Guaranteed Days will be awarded on a firm-fixed-price basis. However, if the contractor is unavailable to perform the requirements of the contract, the Government will not pay for time not worked. Time not worked will be deducted from the total contract value.” RFP Section D, Exhibit 2, Wage Determination Information, requires the contractor to provide SCA-covered employees with a minimum of 10 paid holidays, 2 weeks paid vacation, and up to 56 hours (7 days) of paid sick leave (per EO 13706) per year. The requirement for contractors to provide the stated amounts of holidays, vacation, and sick leave reduces each covered employee’s availability below the Guaranteed Days stipulated for each position during each performance period. For example, 52 weeks a year multiplied by 5 days per week comes to exactly 260 days a year. Deducting from the 260 days the required 10 holidays, 10 vacation days, and 7 paid sick days results in only 233 days when the employee would actually be available for work in a full year. Is it the Government’s intention that contractors must report employee time spent on holidays, vacation, and EO authorized sick days as “not worked” and “unavailable”, and subsequently the contractor would have these days subtracted from the total contract value?

2. CRS

Q: We have a repair station with the SD3-60 however it is beyond the maximum distance requirement of 800 nm. Would you allow offeror’s CRS to work at your Redmond OR facility?

A: No.
