12024B19R0002/0002 Sherpa Maintenance (SMX)
1. RFP, Section E.3, Items 7 and 8:
Q: In amendment one (1) of the subject RFP, Section E3, Items 7 and 8 appear to be duplicated. Can we assume the draft ITO lists the corrected requirements in paragraph eight
(8) which asks the contractor to list previous work experience?
A: Section E.3 has been updated. Reference amendment 12024B19R0002/0002.
2. General (Maintenance):
Q: Is the USFS following the Short Bros factory maintenance program or an USFS approved program (A.A.I.P) A. The Forest Service has an AIP developed from the Short Brothers MPD.
3. RFP, Section B.2:
Q. Section B2 – 2019 will consist of four aircraft, the schedule of items in section B notes 6 mechanics in Redmond depot (with travel to primary and secondary locations) in 2020 and beyond it is indicated there will be an additional 6 Sherpa aircraft. It appears there is no change in additional option years the number of maintenance staff. Is it the intention to have all 10 aircraft mission ready for the 2020 fire season, if so will issue a task order or CLIN to increase the staffing above the 6? The scope indicates the aircraft and mechanics will be dispatched to primary or secondary locations. 10 aircraft to 10 different location appears to require 10 mechanics. Can you clarify.
A. It is expected that there will be 10 operational aircraft in 2020, with 9 of those dispatched to primary and secondary locations, and the 10th as a spare. Depending on the number of operational aircraft, it is possible that additional staff will be ordered.
4. RFP, Section B.10(a):
Q. Section B10 (a) – The Government will attempt to provide 5 calendar day’s notice to requiring additional field personnel or delivery of any aircraft for scheduled maintenance.
(b) Negotiate a reasonable period of performance for each task order for completion of work for each order. I am assuming the additional field personnel are A&P mechanics above the “schedule of items” mechanics. Would this required be at the Depot, Primary or CRS location. Can you clarify the intent.
A. Offerors should refer to RFP, Section B.10(a). The requirement is clear as written.
5. 14 CFR 145 Repair Station:
Q: Certified part 145 repair station (CRS) what is the intended necessity and scope of work, we could find not find specific requirements. Is the work at the CRS intended to be off “fire” season scheduled inspection work? Can you provide the scope.
A. Any work needed on the aircraft depending on the workload. It could be off season or it could be additional capacity needed during fire season for a significant scheduled or unscheduled maintenance event.
6. 14 CFR 145 Repair Station:
Q. Would the CRS scheduled inspection work consist of 1 aircraft per rotation or multiple.
I notice 400 hours (50 days) of work planned in Section B schedule of items the number of
12024B19R0002/0002 Sherpa Maintenance (SMX) man hours would depend on the inspection type due and the number of aircraft. Is there current inspection reports available to review.
A. No. The 400 hours is just an estimate and would be based on the aircraft and workload.
It could be off season or it could be additional capacity needed during fire season for a significant scheduled or unscheduled maintenance event.
