How many vehicles have to be disposed of?
Initially one vehicle. See Forest Service Supplement Specifications, Section 203, Table 1, for details.
See amendment #1 – there are now two vehicles that need to be removed.

Can debris be burned on site?
If contractors are interested in burning debris on site, they are required to obtain the necessary burning permits, which includes applying to the Alaska Department of Environmental Conservation. See FP-14, Section 203.05 (b), and Forest Service Supplement Specifications, Section 203.03 (b), for additional requirements.

Do the concrete Styrofoam filled floats need to be disposed at a certified landfill?
Remove and legally recycle, or dispose of, all debris, rubbish, and other materials resulting from demolition operations, off National Forest land according to Federal, state, and local laws and regulations. If recycling is chosen, then submit a statement documenting the nature and quantity of material processed or sold for recycling. Otherwise, submit a signed copy of the disposal agreement before disposal begins. See FP-14, Section 203.05(a) and Forest Service Supplement Specifications, Section 203.03 (a), for additional requirements.

Will the USDA provide surveying for the new sites?
USDA will mark the following: extents of the camp area; extents of the aggregate pads; and centerlines of access and connector paths. Additional layout and surveying work is the contractor’s responsibility. See FSSS Section 637, FP-14 Section 152, and FSSS Section 152 for details.

Does the site rehab consist of grading and seeding only?
Site rehab consists of excavation, embankment, and turf establishment, in order to re-contour and re-plant the site. See Forest Service Supplement Specifications, Sections 204 and 625, and Revegetation plan. See especially FSSS Section 204.05.

Will the contractor be responsible for contaminated soil testing?
The COR will be responsible for testing to determine if the soil is contaminated.

Will a bid bond be required for the Corner Bay project? Will a performance and payment bond be required at bid time?
No, this project is considered service and the SCA Wage Rates apply. See Attachment #1 WD 2015 5685 R11 6.13.2020

Does the concrete foundation need to be removed?
Yes.

Clarification for removal of generator building and required photos after demolition.
Addressed in FSSS 203.01 special procedures - Dismantle the Generator Storage building, pile components at its current location, and take photos of the pile at its current location. Submit photos to the Contracting Officer. Remove and dispose of the components per contract requirements. Photos need to prove to HUD that the building is not usable for housing.

How big are the concrete floats and what do they weigh?
The estimated dimensions are (10’ x 12’ x 4’). They have a foam core and are encased in concrete. The concrete thickness appears to be less than 6”. The photographs in the zipfile depict the float sizes and show the foam core and concrete encasement on some of the damaged floats.

Clarification of the removal of items in the warehouse building.
Addressed in FSSS 203.01 - This work consists of removing, transporting, and disposing of buildings, building contents (include fixtures, furniture, equipment, and appliances) Some of the items in the warehouse may be removed by others 10 days after award or sooner, however, any items remaining in the building need to be disposed of.

Confirmation of May 15, 2021, deadline for period of performance end date.
Yes, all work needs to be completed prior to this date due to stream restoration and culvert removal project that is already awarded under an agreement that needs to start.

When do you expect NTP to be issued?
NTP will be issued within 10 days after contract award.

Does the sludge need to be pumped out of outhouse and how much volume is there?
It is unknown how much sludge is currently in the tank. The tank capacity is 2,000 gallons. See Demo and Grading Plan in the zipfile for the location.

Does the scope include removal of the crew quarters?
No, the crew quarters building will be removed by others. However, the removal of the crew quarters foundation is part of this RFQ.

Clarification of soil mounds in FSSS.
All soil mound height shall be 5 feet maximum. FSSS 203.01 page 53 is correctly listed and FSSS 203.01 page 50 needs to be corrected to the 5 feet maximum.
