SYNPOSIS AND CRITERIA

GENERAL. This A/E services contract is being solicited in accordance with the Brooks Act (Public Law 92-

582) and implemented in accordance with the Federal Acquisition Regulation (FAR) Part 36. The successful firm(s) will be selected for negotiation of a contract based on demonstrated competence and qualifications for the required work. The contract is anticipated to be awarded within 60 days of submission of SF-330’s and applicable supporting information.

It is anticipated that one (1) Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be awarded. The contract will have a period of performance of three (3) years. The minimum award guarantee is $25,000 with a total maximum contract value of $4,200,00. There is no guarantee that the total maximum value will be awarded. The Government anticipates $1.3M in funding will be available in FY-19 for award of multiple task orders, and task order awards beyond September 30, 2019 are contingent on continued funds being available for this project. Task orders awarded through the resulting IDIQ are anticipated to firm-fixed price. However, if it is not possible at the time of placing an order to estimate accurately the extent or duration of the work with any reasonable degree of confidence, the Government may award task orders on a hybrid firm-fixed-price/labor hour/time and materials basis.

SMALL BUSINESS SET ASIDE. This requirement is set aside 100% for small business. The applicable NAICS is 541320, Landscape Architectural Services with a small business size standard of $7.5M. FAR Clause 52.219-14 Limitations on Subcontracting will be included in any resulting contract. This clause includes a requirement that, for service contracts (except construction), at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the small business prime contractor.

To be eligible for award, a firm (prime contractor) must be registered and active in the System for Award Management (SAM) database at the time submissions are due. Submissions received for offerors without an active SAM account will not be considered. For instructions on registering with SAM or updating an existing account, please see the SAM website at www.sam.gov.

PROJECT BACKGROUND. The Mendenhall Glacier Recreation Area (MGRA) is located approximately twelve miles from downtown Juneau at the head of the Mendenhall Valley, the area of most rapid urban development in the City and Borough of Juneau. Use patterns within the Recreation Area are influenced by residents and out-of-town visitors.

The Recreation Area encompasses 5,815 acres and includes parts of McGinnis Mountain and Mt.

Bullard, the terminus of the Mendenhall Glacier, Mendenhall Lake and River, and the surrounding uplands. Elevations through much of the Recreation Area are less than 100 feet above sea level. On either side, mountains rise abruptly to over 4,000 feet. From its source twelve miles up in the Juneau Icefield, the Mendenhall Glacier flows between Bullard Mountain and McGinnis Mountain to Mendenhall Lake.

The USDA Forest Service Region 10 Regional Office is seeking qualified firms to provide professional landscape architectural, architectural and engineering services on an as-needed basis for the MGRA.

SCOPE OF SERVICES: (a) The purpose of this indefinite delivery contract is to secure, on an individual task order basis, professional services for landscape architectural work. Architectural, civil, environmental, geotechnical, and/or structural engineering work, surveying, and/or graphic design work may be additional requirements of individual orders. (b) Work may consist of any or all of the following: land use assessment and development; circulation and facility planning; facility design; land surveying; and preparation of construction and presentation documents. Typical sites and facilities will be recreation-related such as, but not limited to visitor centers, toilet facilities, potable water, trails, boat docks, stream restoration, and wildlife viewing platforms, but may also include sites associated with other constructed features such as administrative offices, crew quarters, multi-use facilities such as Visitor Information Centers with offices, warehouses, etc. The work may be for development of new sites, construction of new facilities, and/or evaluation, renovation, major repair, or alteration of existing sites and facilities. Individual task orders may be for work located in sites that range from remote to urban.

The Forest Service is currently completing a Mendenhall Glacier Master Plan (MGMP) and a set of design narratives (individual project descriptions) for the MGRA that will guide the development of recreation infrastructure over the next 20 years. The MGMP will be made publicly available during the solicitation period.

National Environmental Policy Act (NEPA) work will be required. The work will require varying levels of resource analysis, field investigations, public involvement, interdisciplinary alternative development, analysis of public comments, and preparation of camera ready documents. Scope of work consists of any or all of the following:

• TITLE 1 SERVICES: Assessments, studies, engineering reports, surveys, design narratives, site plans, preparation of conceptual and preliminary designs, liaison with other agencies such as State Historic Preservation Office (SHPO), National Park Service (NPS), State of Alaska, cities and boroughs, etc.

• TITLE 2 SERVICES: Preparation of construction documents for bidding and contract award

(design drawings, grading plans, specifications, cost estimates, etc.).

• TITLE 3 SERVICES: Construction inspection, site visits, consultation, review of submittals and shop drawings, preparation of construction contract modifications, and other construction assistance as needed.

• NEPA SERVICES: The contractor will need to prepare an Environmental Assessment or

Environmental Impact Statement, depending on significance of actions proposed before completing construction documents. This work may include all aspects including preparation EA/EIS and associated decision documents. Specific details will be provided in individual task orders after award of the base IDIQ contract.

EVALUATION. Evaluation will be conducted in accordance with FAR Subpart 36.6. After the evaluation and ranking process, interviews/discussions will be held with at least three (3) of the most highly qualified firms. Once interviews/discussions are complete, an IDIQ contract will be negotiated with the firm ranked as the most highly qualified. This negotiation will include negotiating the base IDIQ contract and overall fee schedule as well as the first Task Order under the IDIQ. It is expected that the first Task Order will meet the minimum order quantity (minimum guarantee). If the Government and the contractor cannot come to terms and negotiate a contract agreeable to both parties, the Government will cease negotiations and negotiate with the next highest ranked offeror.

SUBMISSION REQUIREMENTS. In response to this announcement, qualified firms shall submit the following: a) One (1) original and two (2) copies of SF-330 (Parts I and II) addressing selection criteria information; and b) one electronic copy of the complete SF-330 (submitted on digital media storage such as USB flash drive or compact disc), in Adobe Acrobat format. The “original” shall be stamped or otherwise marked “original.”

The submission shall be well written in a clear concise style and limited to 60, single sided 8.5x11 pages with a minimum font size of 10. Submissions may be printed double sided, but one double sided printed page will be counted as 2 pages. For submissions more than 60 pages, the government will remove and not evaluate all excess pages beginning with page 61. If used, a front and back cover page and table of contents will not count towards the 60-page count. No information contained on the front/back cover pages or table of contents will be evaluated. If a cover letter is used, the cover letter will count towards the 60-page limit.

The following Evaluation Criteria, listed in order of importance, will be used in evaluating submissions:

When evaluating this factor, the Government will contact current and former clients of the prime contractor and subcontractor team to assess the quality of the team’s past performance.

• Provide contact information for projects referenced in this section (verify the accuracy of contact information prior to submission).

Evaluation Factor #4: The Government will evaluate the Contractor team’s capacity (including prime and subconsultants), considering depth and breadth of staffing skills, current workload, and future commitments, to accomplish the work in a specified timeframe.

• Describe the firm's present workload and the availability of the project team including sub-consultants/contractors for the contract performance period.

• Describe how the Contractor plans to make sure the right people with the right skills will be available at the right time.
