MENDENHALL GLACIER DESIGN SERVICES – QUESTIONS AND ANSWERS
QUESTIONS AND ANSWERS
Q1. Can you provide some idea of the timing for evaluation, award and the scheduling of interviews?
A1. a. Interviews for the most highly qualified firms are expected to be held approximately 21 days from submission of SF-330s. The government plans on conducting all interviews in person in Juneau, AK (no telephone interviews). The interviews will be longer than may have been used in the past and will require face-to-face interactions. The government intends to have contractor teams demonstrate their facilitation and engagement skills through the use of a mock exercise. Details will be sent to firms identified for interviews.
b. The government will negotiate and award the first task order simultaneously with the IDIQ contract award. The first task order will consist of completing an in-depth review of the project history including existing conceptual designs and providing a detailed written report to the government. The timeline for completion of the first task order will be very aggressive, potentially thirty days from date of award.
Q2. The work appears to be somewhat equally balanced between Architectural and Landscape Architectural design, and the solicitation indicates that a Landscape Architectural firm would be the prime. Can the prime be either an Architecture or Landscape Architecture firm?
A2. The applicable NAICS is 541320, Landscape Architectural Services. Selection of this NAICS establishes the small business size standard of $7.5M. This requirement does not mandate the prime firm is Landscape Architecture, however the majority of work the government envisions awarding under this contract will be completed by Landscape Architects. Any type of firm may respond to this announcement and be considered for award as long as the prime contractor meets the small business size standard and has an active SAM account at the time and date set for submission of SF-330s.
Q3. To comply with the Limitation on Subcontracting clause, does the prime need to do 50% of each task order or 50% of the total contract work?
A3. The contractor is required to perform 50% or more of the total value of the contract’s labor with its own employees.
Q4. Does the prime contractor have to have an active System for Award Management (SAM) account when submissions are due or before award can be made?
A4. The prime contractor must have an active SAM account when submissions are due. On the day submissions are due, the Contracting Officer will check each offeror’s SAM record. If the record is NOT active, the submission will not be evaluated.
New Question 2/25/19
Q5. Can the prime contractor add subconsultants during performance if a specialty skill is needed but not originally anticipated when the contract was awarded?
Q6. Contractors are advised that the make up of their team is a business decision of the contractor.
However, yes, a contractor can request to update their SF-330 after award to add subconsultants to their team.
