Introduction This Performance Work Statement (PWS) provides for the inspection, documentation, and maintenance of the Public Use Cabin System on the Wrangell Ranger District (WRD) of the Tongass National Forest

(TNF).

Background Established in 1905, the Forest Service is a federal agency that manages public lands in national forests and grasslands under a founding principle, "To provide the greatest amount of good for the greatest amount of people in the long run". The agency’s mission is to “sustain the health, diversity, and productivity of the Nation’s forests and grasslands to meet the needs of present and future generations”. The Forest Service has the responsibility for stewardship of more than 193 million acres of the nation’s forests and grasslands; for developing and communicating scientific knowledge through research and development that leads to informed natural resource decision-making; for delivering technical assistance through state and private forestry programs; and for sharing knowledge and experience with others in the global community through international forestry.

The Forest Service must meet legal requirements imposed by numerous laws in fulfillment of the multiple use mandates for U.S. forest and grasslands. The Forest Service also has technical services needs to meet program management direction for implementation of projects, monitoring of plans and decisions, and inventory of natural resources leading to future project design and decisions.

The project sites are located on the WRD of the TNF. The nearest town with lodging is Wrangell, AK.

None of the sites are accessible by road, and are primarily accessed by boat/vessel. No helicopters are allowed in the Wilderness areas.

Mandatory Terms and Conditions for Blanket Purchase Agreements

2. Extent of Obligation – The Government is obligated only to the extent of authorized purchases actually made under the BPA through the use of Call Orders.

3. Purchase Limitation – Each individual Call Order placed under this BPA shall not exceed the Simplified Acquisition Threshold.

4. Individuals Authorized to Purchase under the BPA: Any Forest Service Contracting Officer assigned to work on Tongass National Forest requisitions may order under this BPA, if operating within the limits of their warrant.

The service shall consist of inspection, cleaning, and minor maintenance, along with providing firewood at Forest Service public recreation cabins, and hauling waste containers from outhouses. The cabins included in this Scope of Work are located on the Wrangell Ranger District and are listed above and on the attached vicinity map.

Standard: Contractor attends the meeting. If the Contractor is unavailable for proposed meeting timeframes, then the Contractor will propose a new meeting timeframe and/or location, when the Contractor will be available for the meeting.

Task 2: Cabin Inspection, Cleaning, and Operations Work Outcome: Efficient inspection, cleaning and minor maintenance of cabin grounds and structures, where standard housekeeping tasks are performed, and minor repairs are accomplished.

Routine Cabin Maintenance and Inspection Services (CLIN 1): The intent of this work is to provide clean, well-maintained cabins for use by forest visitors. Any maintenance item that involves safety hazards must be reported upon completion of the trip. The contractor is expected to act in a responsible and prudent fashion, while assessing and performing service needs, and to minimize impact on visitors recreating in the area. If a question of contract scope arises on a service item, the COR or Government Technical Monitor (GTM) (if designated) shall be contacted.

Inspection Services (CLIN 1-A) entail work necessary to complete the inspection form. In order to do this, the Contractor must observe each item in the list, fill in the inspection form regarding condition of the items, and provide photographs of items in need of repair. Submit completed inspection form and applicable photographs in either hard copy or standard electronic formats (e.g. .jpeg or .bmp) to COR or GTM, and inform the COR or GTM about any obvious problems such as but not limited to broken windows, roof leaks, fuel line leaks, etc.

Cleaning Services (CLINs 1-B, 1-C, 1-D) entail work necessary to bring cabin surfaces and installed features into an acceptable level of cleanliness expected of a Government-owned rental cabin in a remote temperate rainforest environment. These services specifically include the following:

Cabin Interior: All interior surfaces, including, but not limited to tables, counters, shelves, bunks, benches, lofts, window ledges, windows, and floors shall be cleaned. Cleaning services include washing, scrubbing, sweeping or otherwise removing dirt and other natural and foreign materials from interior cabin surfaces. Specifically, both inside and outside surfaces of windows shall be wiped clean of removable visual obscurities, the floors shall be swept and mopped, and the bear box/cooler box must be cleared of dirt, debris, and all items left by previous cabin renters.

All trash, perishable food, and open food containers shall be removed. Waste shall be placed in garbage bags and transported to an Alaska Department of Environmental Conservation-approved sanitary landfill or incinerator (approved local dump facility or receptacle). No waste shall be buried or otherwise disposed of at the cabin site or on other National Forest lands. The contractor shall make all arrangements for use of the landfill or incinerator and pay all costs included.

Stove Cleaning and Maintenance: The sides, legs, top, and front of the woodstoves shall be cleaned and rust removed, and shall be blackened with stove black or cooking oil. Oil stoves or oil heaters, will be wiped down and cleaned. All stoves shall have the combustion chamber, internal flue passages and stovepipe cleaned of all combustion products. Stove cleaning brushes will be provided by the Contractor. If the stove is not functioning in good working order, then report the malfunction to the COR. Stovepipe flues shall be adjusted if in disrepair, or if allowing inefficient fuel combustion or cabin heating.

Cabin Exterior and Grounds: Dirt and foreign substances shall be cleaned from the cabin sides, porch, gutters and roof, and from the woodshed roof (if applicable). Bird nests, vegetation or other foreign elements in contact with the cabin or woodshed shall be removed. The cooler box shall be cleaned inside and out.

All trash and garbage from around the cabin, outhouse, and woodshed shall be collected. Trash shall be collected within a 100-foot radius of the cabin. All perishable food and open food containers are considered garbage. Gas and oilcans, and miscellaneous items shall be removed from around and under the cabin. The woodshed shall contain only wood and cutting tools. Trash shall be disposed of as described above. Extra lumber and cabin parts may be stored under the cabin at the contractor’s own risk.

Outdoor Fire Ring: Ashes and debris shall be removed from the outdoor fire-ring. Herbaceous vegetation shall be cut and removed from a minimum distance of 10’ around the fire ring to allow airflow. Cut grass and brush on all access paths and paths to outhouses and woodsheds (if applicable). Paths should be cut to be 3’ at the ground, 6’ at head level and 8’ high to allow for unobstructed access to cabins.

Outhouse: All interior outhouse surfaces shall be cleaned with disinfectant. The exteriors walls and roof shall be cleaned, and vegetation and other foreign matter shall be cut and/or removed.

Toilet baskets shall be removed and replaced with a fresh basket (government furnished). Dirty, removed toilet baskets will be transported in a container (government furnished) to the WRD Office, where the Government will take possession of the container for further disposal. The Contractor must coordinate this transfer of property with the COR or GTM.

Maintenance Services and minor repair work entails work necessary to repair minor damage or to replace fixtures requiring the use of simple tools, as well as bring features of the cabin and grounds into an acceptable status. These include the following:

Cabin Interior: All latches and hinges shall be oiled, and if needed, repaired or replaced. Minor repairs to doors and windows such as leveling and tightening of handles or frames shall take place during the summer visit. Door or window replacement is considered non-routine, and would be repaired through ordering under CLIN 2. Torn screens are considered routine, and shall be replaced during the summer cabin visit. Protruding nails lower than six feet above the floor shall be removed, and the hole filled with wood putty. Routine repairs to furniture, shelves, loft ladders and hatches include graffiti/marker removal, and securement through replacement nails or screws. Furniture and other infrastructure replacement is considered a major repair, and would be replaced through ordering as an add-on task. Replace carburetor in oil stove if nonfunctioning (Government furnished for oil stoves and heaters).

Cabin Exterior: All parts of the cabin exterior and woodshed (if applicable) shall be maintained and repaired, including decking, stairs, and handrails. Leaks in the roof shall be repaired. Nails/screws in roofing material shall be set and dabbed with wet patch applied with a caulking gun and dabbed no larger than twice the size of the nail/screw head. Leaks in the sides of the cabin or through window casings shall be repaired. Patches and caulking applications shall blend with the color of the surrounding surfaces.

All user-installed nails within six feet above ground level shall be removed, and the hole filled with wood putty. If a question arises in the field regarding who installed the nails, the Contractor must take a photograph and ask the COR upon return to Wrangell in order to verify necessity for removal during next field visit.

The cooler box shall be maintained by repairing or replacing screens, hinges and latches as needed.

Outhouse: Latches and hinges shall be oiled, and if needed, repaired or replaced.

Doors shall be made to close and latch properly. Window screens, toilet seats, door springs and/or toilet paper holders shall be repaired or replaced as needed.

If a discrepancy arises over maintenance needs based upon interpretation of the scope of work, the CO shall make the final determination on whether an item shall be repaired and how, or if it shall be replaced.

Vegetation Cutting and Removal (CLINs 1-E and 1-F): All herbaceous vegetation and woody shrubs up to

6” diameter shall be cut within 10’ from cabin structures to a maximum height of 6”, and all vegetation along pathways shall be cut to make a 6’ wide corridor (3’ on both sides from pathway center) by an 8’high corridor, to a distance of 300’ from the nearest cabin structure. If a particular cabin is located in Wilderness, as designated by Congress and delineated above in the applicable table, all vegetation cutting shall be performed with non-motorized hand tools. All cut vegetation shall be removed from walking surfaces and pathways, while persistent non-green vegetation (e.g.

bushes, branches, woody shrubs, etc.) shall be dispersed away from structures a minimum of 100’, and away from edges of pathways a minimum of 20’.

Toilet Basket Collection and Transport (CLIN 1-G): Outhouse toilets contain removable metal wire baskets that hold human waste. Using gloves, lift the full basket out of the outhouse or remove from behind the outhouse and put full basket in government furnished waste container. Transport furnished waste container to the Wrangell Ranger District for disposal.

The contractor shall supply his/her own tools and cleaning supplies. Repair work shall be done during the summer trip. Materials will be supplied, if applicable as Government Furnished Supplies, during the summer trip.

Miscellaneous Work per Cabin Site (CLIN 1-H): Mounting/installing interior posters, maps, and bulletin boards, as prescribed by the COR. Mounting/installing exterior wooden signs, as prescribed by the COR. Setting or re-setting sign post(s) may be required for some exterior wooden signs.

The cabin must provide renters with a splitting maul, broom, dustpan, sponge mop, and visitor-entry log books. As part of the maintenance checklist, the contractor shall check these items. Any items missing or unserviceable shall be noted on the survey form. The Government will furnish these items upon request (see Government Furnished Property below).

Firewood Delivery (CLIN 1-I): Firewood provided by the Government shall be picked up from the

Wrangell Ranger District Office, and delivered to the specified cabin. This firewood shall be stacked only within the applicable wood shed. At the discretion of the Government, firewood may be provided through cutting downed trees at or near the cabin site, but this permission would need to be very explicit at time of a Call Order.

Firewood Provision and Delivery (CLIN 1-J): Firewood provided by the Contractor shall be delivered in the round and cut to length in order to fit into the firebox, and be of the following species (a combination of one or more is acceptable): Sitka Spruce, Alder, Western Hemlock, or Western Red Cedar. This firewood shall be stacked only within the applicable wood shed.

Non-routine items (CLIN 2): The intent of this work is to provide clean, well-maintained cabins for use by forest visitors. Any maintenance item under CLIN 2 is not usually performed during each visit, but may be required under a Call Order as needed.

Clean Fuel System (CLIN 2-A): Clean out fuel settling bowls and fuel holding tanks, carburetor screen and fuel lines. When the supply of fuel to the cabin stove/heater is limited or blocked, some or all of the following operations may be necessary. Cabins with oil stoves or heaters have fuel tanks mounted outside of the cabin. The tanks have a settling bowl attached to them. The tank and the settling bowl need to be clean of debris and water. Clean the tank interior of all debris and water that is not clean fuel for the stove/heater. Remove and drain the glass settling bowl of debris and water. Clean all debris from the filter screen that is part of the settling bowl. Reassemble settling bowl with screen and gasket. Test for fuel leaks and adjust as needed. The tubing from the fuel tank to the carburetor and from the carburetor to the stove/heater fire box need to be free of water and debris. Disconnect the fittings on both ends of the tubing, being careful to catch any leaking fuel, and drain the tubing of water and debris. Blow out with compressed air as needed to clear the fuel line. Reconnect fittings and check for leaks. The carburetor on the stove/heater includes an internal filter screen. Drain the carburetor of water and debris, being careful to catch any leaking fuel, by removing the drain access/inspection plate in the bottom of the carburetor. Remove and clean the carburetor internal filter screen. Replace screen and access plate. Check for leaks. Test operate oil stove/heater.

Fix Chimney (CLIN 2-B): All cabins have stove pipe and chimney attached to the stove or heater. This chimney system may include a roof jack support and weather flashing at the roof. Adjust and refasten chimney support package and flashing as needed. Replace segments of stove pipe and metalbestos chimney when damaged or worn thin.

Replace Porch Boards (CLIN 2-C): All cabins have exterior porches, and some have exterior stairs made of wood. Rotten and or broken porch boards should be removed and replaced in kind with treated lumber. Replacement boards must be secured in place with galvanized nails or screws.

Fix/replace Furniture (CLIN 2-D): Cabin furniture includes tables, benches, counters, plus cooler boxes and metal bear proof boxes on the porch. Repairs and maintenance may include securing or replacing loose or broken fasteners and/or boards Lubricate and adjust hinges and closure hardware as needed. Notify the Forest Service of furniture that is missing or damaged beyond repair for replacing.

Replace Oil Stove Carburetor/Parts (CLIN 2-E): Oil stoves and heaters have a carburetor to regulate the flow of fuel. Repair of the carburetor’s internal floats and needle valves is not included as cabin maintenance. When cleaning the entire fuel supply system and carburetor’s filter/ screen fails to restore operation to the stove/heater, disconnect the carburetor from the stove/heater and fuel system and replace. The Forest Service will supply a replacement carburetor as Government furnished property.

Replace Door (CLIN 2-F): Doors at the cabins are both custom made and manufactured pre-hung units.

Replacing the custom door may not include replacing the door frame. Replacing the manufactured unit often includes the door frame. The Forest Service will supply replacement doors when needed.

Replace Window (CLIN 2-G): Windows at the cabins are both fixed panels of Plexiglas/acrylic and manufactured window units. Fixed panel replacement requires removal of wooden stops or trim, replacing with a panel precut to fit the opening and replacing the stops or trim. Replacing an entire window unit requires removal of trim or siding, replacing with a new unit of required size, and replacing the trim or siding. Replacing just the slider panel of a manufactured window unit varies but is often a simple lift out and replace operation.

Major Repair Work: Major Repair work subject to Construction Wage Rates statute is outside the scope of this BPA.

Standard: The cabins are hospitable to public users, and require minimal upkeep to remain enjoyable for years to come.

Task 3: Cabin Inspection Documentation Outcome: Government records are kept accurate and maintained, with evidence of major maintenance needs on-hand for visitor information and any closure decisions.

The intent of this work is to provide standardized information to the Government on the current condition of the structure and site, along with photographic evidence that minor repairs were performed, and photographic exhibits for project planning of any major repairs needed.

All photographs provided to the Government as attachments to the Inspection forms must be date-stamped for clarity, and submitted in a standard format accessible by Government computers (e.g.

.jpeg or .bmp).

When structural components require repair, a set of photos must show the extent of damage prior to any repair performance. If the extent of damage is minor, the Contractor must perform the repair, and a set of photos must show the extent of the repair.

The Contractor shall complete a maintenance checklist for each cabin on each service trip. Forms for this inspection are attached. The Contractor shall supply pictures of cabin and outhouse before and after each maintenance trip. Before and after pictures shall be provided for maintenance and repair tasks, if applicable as determined by the COR.

Standard: All forms are filled in completely, with accurate information free of ambiguity and typographic errors that can be reviewed and understood by all interested parties with reasonable accommodations.

Designation of Contracting Officer’s Representative The Contracting Officer will designate a Contracting Officer’s Representative (COR) for the BPA; this COR will pertain to each of the Call Orders unless superseded by another designated COR by the Contracting Officer.

The COR is responsible for administering the performance of work under each BPA Call Order. In no event, however, will any understanding, agreement, modification, change order, or other matter deviating from the terms of this BPA or any resulting Call Order be effective or binding upon the Government unless formalized by proper contractual documents executed by the Contracting Officer prior to completion of the Call Order.

The Contracting Officer should be informed as soon as possible of any actions or inactions by the Contractor or the Government which will change the required performance or completion times stated in the Call Order, and the Call Order will be modified accordingly (this does not apply to individual task assignments which were issued by the COR, provided they do not affect the performance schedule or period stated in the Call Order).

On all matters pertaining to the BPA or Call Order terms, the Contractor must communicate with the Contracting Officer. Whenever, in the opinion of the Contractor, the COR requests effort outside the scope of the BPA Call Order, the Contractor should advise the COR. If the COR persists and a disagreement still exists as to proper contractual coverage, the Contracting Officer should be notified immediately, preferably in writing if time permits. Proceeding with work without proper contractual coverage could result in nonpayment, or necessitate submittal of a claim which could still result in nonpayment (dependent upon the circumstances surrounding the claim).

Government Right to Inspect In accordance with FAR 52.212-4, the Government will perform inspection of the deliverables and services received from the Contractor in accordance with the Government’s Quality Assurance Surveillance Plan (QASP) (see Attachment 2). The Government has the right to perform periodic surveillance of the Contractor to ensure that the Contractor’s work products and processes are in compliance with the contract requirements. The Government and the Contractor will coordinate Government surveillance in a manner that will not unduly delay or disrupt the Contractor’s performance of the contract.

The COR will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted work. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR/designee of the specific reasons for rejection. The Contractor shall have five business days to correct the rejected deliverable and return it per delivery instructions.

The Government at all times will have access to the work wherever it is in preparation or progress. The Contractor shall provide proper access for inspection.

Roles and Responsibilities The Contractor has the responsibility to contact the COR in the event of questions regarding regulatory, safety, or acceptability requirements. Agency personnel will be available to the Contractor for consultation and participation as agreed upon by both parties. The Contractor has the responsibility to contact the CO for questions regarding the contract specifications.

This requires collaboration between the Government and Contractor. As noted throughout the Background and Task Areas, in multiple instances the Government will provide direction, information, and applicable understanding to the Contractor.

Government Furnished Property/Information The Government will supply to the Contractor the following property:

1. If the Contractor would like to use the cabin during performance under a Call Order, the Contractor must reserve the cabin through www.recreation.gov.

2. Outhouse baskets and transportation containers.

3. Toilet paper for outhouses.

4. Replacement splitting mauls, brooms, sponge mops dust pans, and visitor-entry log books.

5. Material for inclusion into information case (if applicable)

6. Carburetor for oil stoves. Removed/replaced carburetors shall be returned to the COR.

7. Copper tubing and fittings for oil stove/heater repair.

8. Wood for wood stoves, if ordered under CLIN 1-I through a Call Order.

9. Treated wood for cabin deck and stair repair.

10. Items determined to be beyond minor maintenance (e.g. replacement windows, doors, stoves, stovepipes) will be provided by the Government if ordered to replace under a non-routine CLIN 2 Call Order.

The Contractor will furnish all other equipment needed to accomplish the field work to the specifications of this contract, and any future Call Orders.

Training and Safety The Contractor is responsible for all training for its employees, and for providing a safe working environment to its employees.

Effective Period of Agreement This agreement is subject to annual review procedures outlined in FAR 13.303-6. The agreement shall remain valid and in effect until such time that either party to the agreement determines that it is no longer beneficial or effective, or until 12/31/2023, whichever is earlier. Should the Government make this determination, a cancellation notice shall be provided to the Contractor. Should the Contractor make the determination, they shall provide written notice to the Government of their intent to cancel the agreement. Cancellation of the BPA will not affect the obligations of either party regarding outstanding Call Orders which have not been completed. No cancellation determination will be required upon expiration of the BPA on 12/31/2023.
