Pre-Quote Conference Notes 12010918Q0075 Aquatic Organism Passage Improvements on Prince of Wales Island

The pre-quote conference for this requirement was held on Monday July 9 at 10:00 a.m. via teleconference. Durette Construction, Ketchikan Ready Mix and Quarry, Mari Meiners (Contracting Office), and Dave Wenner (Project Representative) attended.

The Contracting Officer highlighted the following:

1. This work is broken in to two sections – work at MP 2.85 and MP 2.97 on NFS road 2050. This was done since drawing packages for each of these sections were developed individually and it would be difficult to combine them into a single line item.

2. Line items 3 and 4 have a type-o in the NFS road number. The schedule has “RD 5050300” and should read “RD 2050300.”

3. Section L has instructions on submitting quotes. It is in a contractor’s best interest to carefully read and follow the instructions. Section M explains how the evaluation factors will be evaluated and how award will be made.

The following questions were asked and answered:

1. Q1 –the remarks for government sources for rock (for 1 example see attachment 4, sheet 2, item no 64804) state “sorting will be required.” Does the government expect any gradation testing to be performed?

A1 – No. Rock should meet gradation requirement if sorted properly.

2. Q2 – Is there any road maintenance needed on the road by the contractor?

A2 – Yes. The contractor will need to perform some road maintenance.

3. Q3 – If the contractor plans to perform this work next year would the government wait until next year for the bond and notice to proceed?

A3 – The government would consider that request so that a contractor would not have to use up bonding capacity now for work to be done in 2019. However, the contractor would not be able to order any materials or perform any prep work until the bond and notice to proceed have been received.

4. Q4 – Will the government pay for materials purchased this year for work performed next year?

A4 – Yes. However, this would require both a payment bond and notice to proceed to be able to invoice for materials. See FAR 52.232-5(b).

5. Q5 – Are equipment washing requirements lifted for Prince of Wales Island?

A5 – There have been discussion regarding equipment washing for work on POW. This solicitation currently requires equipment washing. If this requirement changes after award the successful contractor will be notified.

File details come from the government source that posted it.
