About this file

This is a construction document specification for a residential painting project at Liberty Landing Apartments, a student housing facility operated by The University of Texas at Tyler located at 3900 University Boulevard, Tyler, Texas 75799. The project encompasses interior painting and associated final cleaning services across four residential buildings (Buildings 7, 8, 9, and 12) containing multiple apartment units of varying sizes. The scope of work includes surface preparation, application of primers and finish coats to interior walls, ceilings, moldings, casings, wood doors, stair rails, and mechanical/electrical components; removal and cleaning of HVAC grilles and registers prior to refinishing; and comprehensive final cleaning of all renovated interior spaces to achieve move-in-ready condition. The specified color selections are "Alpaca" (SW7022) in eggshell finish for walls, "Pure White" (SW7005) in flat finish for ceilings, and "Pure White" (SW7005) in semi-gloss finish for moldings and millwork. All paint products must be Sherwin-Williams brand with zero VOC content complying with EPA standards, and the contractor must provide daily site cleanup, dedicated dumpster service, and portable restroom facilities during construction.

The contractor shall supply all labor, materials, equipment, and accessories necessary to complete the work in accordance with manufacturer specifications and the 2021 International Building Codes adopted by the University. Paint application requirements include specific primer and topcoat systems based on substrate type: gypsum board and plaster surfaces receive latex primers with either flat, eggshell, semi-gloss, or epoxy gloss topcoats depending on location; wood surfaces receive latex primer with urethane enamel topcoats; and ferrous metals receive water-based universal primer with alkyd urethane enamel topcoats. Critical quality assurance measures include moisture content testing (maximum 12 percent for gypsum and plaster, 15 percent for interior wood), minimum application temperatures (45 degrees Fahrenheit for interior latex, 50 degrees Fahrenheit for exterior latex, 65 degrees Fahrenheit for varnish), and submission of two 6-by-6-inch painted samples for each color and system. The contractor is responsible for protecting all life safety equipment from paint adhesion and damage, with no protective coverings allowed to remain in place for more than eight hours or unattended for more than one hour, and must coordinate unit access and HVAC management directly with the Owner's representative.

D. Surfaces: Correct defects and clean surfaces which affect work of this section. Remove or repair existing coatings that exhibit surface defects.

E. Seal surfaces that might cause bleed through or staining of topcoat.

F. Remove mildew from impervious surfaces by scrubbing with solution of tetra-sodium phosphate and bleach. Rinse with clean water and allow surface to dry.

G. Gypsum Board Surfaces to be Painted: Fill minor defects with filler compound. Spot prime defects after repair.

H. Plaster Surfaces to be Painted: Fill hairline cracks, small holes, and imperfections with latex patching plaster. Make smooth and flush with adjacent surfaces. Wash and neutralize high alkali surfaces.

I. Uncorroded Uncoated Steel and Iron Surfaces to be Painted: Remove grease, mill scale, weld splatter, dirt, and rust. Where heavy coatings of scale are evident, remove by hand wire brushing or sandblasting; clean by washing with solvent. Apply a treatment of phosphoric acid solution, ensuring weld joints, bolts, and nuts are similarly cleaned. Prime paint entire surface; spot prime after repairs.

J. Shop-Primed Steel Surfaces to be Finish Painted: Sand and scrape to remove loose primer and rust. Feather edges to make touch-up patches inconspicuous. Clean surfaces with solvent. Prime bare steel surfaces. Re-prime entire shop-primed item.

K. Interior Wood Surfaces to Receive Opaque Finish: Wipe off dust and grit prior to priming. Seal knots, pitch streaks, and sappy sections with sealer. Fill nail holes and cracks after primer has dried; sand between coats. Back prime concealed surfaces before installation.

L. Metal Doors to be Painted: Prime metal door top and bottom edge surfaces.

M. Contaminated Surfaces: Clean all surfaces that may be contaminated with oils or grease. Ensure that cleaned surface is adequately free of contaminants that may interfere with adhesion of new paint finishes.

3.03 APPLICATION

A. Apply products in accordance with manufacturer's instructions.

B. Where adjacent sealant is to be painted, do not apply finish coats until sealant is applied.

C. Do not apply finishes to surfaces that are not dry. Allow applied coats to dry before next coat is applied.

D. Apply each coat to uniform appearance.

E. Sand wood and metal surfaces lightly between coats to achieve required finish.

F. Vacuum clean surfaces of loose particles. Use tack cloth to remove dust and particles just prior to applying next coat.

G. Wood to Receive Transparent Finishes: Tint fillers to match wood. Work fillers into the grain before set. Wipe excess from surface.
