Contract Summary: Alpha Ranch Parkway & Comancheria Way Offsite Water Line
This is a standard construction specification document and contract package issued by the City of Fort Worth Water Department for the construction of water infrastructure improvements in Fort Worth, Texas. The project encompasses the installation of approximately 8,531 linear feet of 16-inch water line and 4,456 linear feet of 30-inch water line, both constructed via open cut method along Alpha Ranch Parkway and Comancheria Way. The City established a mandatory pre-bid conference scheduled for Friday, January 23, 2026 at 9:00 A.M. via web conferencing, with attendance required for all prospective bidders to be eligible for bid opening. Electronic bids must be submitted through the City's Bonfire procurement portal with a deadline of 2:00 P.M. CST on Thursday, February 5, 2026, at which time bids will be opened publicly in New City Hall Council Chambers. Contract award will be made to the lowest responsible and responsive bidder, with contract execution required within 14 days of the Notice of Award. The contract includes prequalification requirements for certain work types, specifically water distribution and transmission construction work as defined by the City's prequalification criteria.
The project requires compliance with the City's Small Business utilization goal of 30 percent participation for subcontractors and suppliers located within Tarrant, Denton, Wise, Parker, and Johnson counties. Contractors must maintain prevailing wage rates in accordance with Texas Government Code Chapter 2258, with wage rates detailed in the contract documents. Performance, payment, and maintenance bonds equal to 100 percent of the contract price are mandatory, along with commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. The City will pay all charges for utility owner connections for permanent service, while the contractor bears responsibility for obtaining all construction permits and licenses except those specifically identified as City-obtained permits. Additional project requirements include construction staking, as-built surveying, cathodic protection installation with magnesium anodes, electrical isolation systems, and a two-year maintenance bond period following final acceptance of the work.
