Background

The Iowa Department of Education (DOE) governs the Iowa School for the Deaf (ISD) and Iowa Educational Services for the Blind and Visually Impaired (IESBVI), formally known as the Iowa Braille and Sight Saving School (IBSSS). The latter two agencies will henceforth be referred to as Iowa Education of the Deaf and Blind or, IEDB. An integral part of the DOE’s statutory responsibilities is to engage school leaders who are qualified to serve as superintendent of IEDB.

Statewide services for students who are deaf or blind are centered on the 35-acre campus of Iowa School for the Deaf (ISD), located in Council Bluffs, Iowa, a community of over 60,000 people in the southwest part of Iowa.

Iowa School for the Deaf enrollment is currently 101, comprised of 95 deaf or hard of hearing students and six blind or visually impaired students. Deaf and hard of hearing students from Iowa, Nebraska, and South Dakota, are provided a comprehensive campus based educational program that includes early childhood, K-12 and transition services. The focus is on enhancing high achievement in a language rich environment. Iowa School for the Deaf works in partnership with other statewide providers of services for students who are deaf and hard of hearing. Students are supported by 118 staff of which 35 are faculty endorsed as Teachers of the Deaf and Hard of Hearing.

Iowa Educational Services for the Blind and Visually Impaired provides statewide services to Iowa residents under the age of 21, from early access to 12th grade and also offers transition services on the campus in Council Bluffs. IESBVI currently serves over 650 students throughout the state through itinerant services provided by teachers of the visually impaired and orientation and mobility specialists. IESBVI collaborates with local school districts and the State’s area education agencies to provide services beginning with early childhood and extending through high school transition. Students are served by 75 personnel including 52 faculty, primarily Teachers of the Visually Impaired and Orientation and Mobility Specialists.
