About this file
This is a Questions and Answers document for USDA federal contract solicitation 1174579, addressing contractor inquiries regarding the installation of an automatic transfer switch (ATS) for Chiller #2.
The solicitation requires installation of an 800A, 480V ASCO automatic transfer switch or approved equal, with USDA confirming that a Thomson Power Systems TS 870, 800A, 480V, UL 1008 ATS is acceptable as an approved equal. The contractor is responsible for determining the available fault current and withstand/closing rating at the new ATS location to properly rate the equipment. The contractor bears full responsibility for Johnson Controls programming, point mapping, graphics modifications, and functional testing associated with integrating the new Chiller #2 ATS. The system requires Chiller 1 to have priority, with Chiller 2 ATS interlocked to remain in Normal position until manually switched through the Metasys system using both dry contacts and communications protocol to accommodate the physical swapping of pumps and valves necessitated by Chiller 2 pumps not being on emergency power. Work must be performed during normal business hours with a maximum allowable shutdown duration of three business days for connecting the chiller to the transfer switch. Acceptance testing must demonstrate that the ATS will only transfer when manually transferred in the Metasys system, beyond standard manufacturer-recommended startup and functional testing. The correct solicitation number is 1174579; filename references to 1174573 were typographical errors with no document content changes.

Topic Question Response / Direction
Approved Equal – Thomson ATS
The SOW specifies an 800A, 480V ASCO automatic transfer switch or approved equal. Please confirm whether a Thomson Power Systems TS 870, 800A, 480V, UL 1008 automatic transfer switch, configured to provide the required functionality and controls interface, is acceptable as an approved equal.
It is an acceptable equal
Available Fault Current / WCR
Please provide the available fault current at the new ATS location, or the minimum required withstand and closing rating (WCR/SCCR), so the proposed 800A, 480V ATS can be properly rated.
This will need to be determined by the contractor
Johnson Controls – Scope
Please confirm whether the contractor is responsible for Johnson Controls programming, point mapping, graphics modifications, and functional testing associated with integrating the new Chiller #2 ATS, or whether USDA will provide the Johnson Controls programming/services.
The contractor is responsible
Johnson Controls – Sequence / Interface
Please provide the required sequence of operation and interface requirements for the one-chiller-only emergency-power interlock, including chiller priority and whether the ATS/BAS interface is to be hardwired dry contacts or a communications protocol.
Chiller 1 is priority. Chiller 2 ATS is to be interlocked to stay in Normal position until it is manually switched through the Metasys system because we have to physically swap pumps and valves around due to chiller 2 pumps are not on emergency power. To do this it would require dry contacts and communication protocol.
Shutdown / Cutover
Please confirm the maximum allowable shutdown/cutover duration for the ATS installation and whether shutdown work may be performed during normal work hours or must be scheduled after hours/weekends.
Work is to be performed during normal business hours. The maximum allowable shut down for connecting the chiller to the transfer switch should be no more than three business days.
Testing / Acceptance
Please identify any acceptance testing required beyond manufacturer-recommended startup and functional testing, including any requirement for factory-authorized ATS startup, NETA testing, breaker testing, arc-flash/coordination study updates, or demonstration of Chiller #2 operating on emergency power with the one-chiller-only interlock.
It will need to be proven that the ATS will only transfer when manually transferred in the Metasys system.
