About this file
This document is a Request for Qualifications and Proposal (RFQP) issued by the City of Lansing, Michigan's Purchasing Office for engineering services to develop a Safe Streets and Roadways for All (SS4A) Action Plan. The City is seeking qualified consulting firms to submit proposals for an action plan that will address all public roads within Lansing, with an emphasis on Martin Luther King Jr. Boulevard and Cedar Street. Proposals are due by 2:00 PM local time on April 4, 2024, and can be submitted electronically through the Michigan Inter-Governmental Trade Network (MITN) or as a hard copy to the Purchasing Office. The project is expected to last approximately one year, focusing on developing a comprehensive safety action plan to reduce traffic-related fatalities and serious injuries.
The total project budget is $210,000, with $168,000 coming from federal SS4A grant funds and $42,000 from local funds. The project will involve four primary tasks: project planning and information gathering, corridor road safety audits and crash evaluation, public involvement, and development of a countermeasure and action plan report. Key objectives include identifying high crash corridors, prioritizing areas with underserved populations, engaging stakeholders, and developing a citywide safety implementation plan and Safe Routes to School plan for the Lansing School District. The City aims to reduce traffic-related crashes by 50% on city-jurisdiction streets and 30% on MDOT-maintained surface streets, representing an average reduction of approximately 37%.

PROJECT DESCRIPTION AND SCOPE OF SERVICES
PROJECT DESCRIPTION
The City of Lansing is inviting qualified consulting firms to submit proposals for Engineering Services for the development of a Safe Streets and Roadways for All (SS4A) Action Plan for the City of Lansing.
The City of Lansing applied for and was granted a SS4A Action Plan Grant for the development of an Action Plan Report for the areas identified in the application. This application is attached for reference. The project area identified in the grant application is all streets in the City of Lansing with an emphasis on Martin Luther King Jr. Boulevard (M- 99) and Cedar Street (BL- 96). The main focal points to be incorporated into the plan are as follows.
• The Lansing School District, with approximately 10,000 students, recently announced a transition for high school students from busing to providing monthly public transit bus passes or a gas card. This increases the importance of having safe and accessible routes between students’ homes and schools including bus stops along the way.
• This study will use the available demographic, road asset, traffic, speed and safety data to create safety analyses and evaluate focus areas identified in the City’s non-motorized, major street sidewalk gap elimination and other city-wide plans as well as areas identified by the study committee and public and private stakeholders.
• Develop a citywide safety implementation plan and Safe Routes to Schools plan for the Lansing School District.
SCOPE OF SERVICES
The scope of services to be performed by the consultant should be divided into tasks as outlined below.
It is anticipated that the engineering services for this project will include, but not necessarily be limited to the following tasks listed below. All project files shall be turned over to the City at the completion of the project.
PROJECT SCHEDULE
The consultant shall include in their proposal a timeline for completing the project with milestones to meet critical deadlines outlined in the grant agreement.
AT A MINIMUM these tasks should be addressed:
TASK I – PROJECT PLANNING AND INFORMATION GATHERING
This task includes the initial kick-off meeting and coordination with the City to review expectations and obtain background information. This will include, but is not limited to the following:
• Kickoff and progress meetings
• Review of previous plans and documents
• Discuss stakeholder expectations
The City has been coordinating with Michigan State University (MSU) Department of Civil and Environmental Engineering Safe Route to School (SRTS) Team to begin the development of a SRTS
Major Grant application for the Lansing School District through the Michigan Fitness Foundation and the Michigan Department of Transportation. It is expected the MSU team could begin the data gathering in the fall of 2024.
TASK II – CORRIDOR ROAD SAFETY AUDITS & CRASH EVALUATION
This task includes all efforts necessary to establish/confirm the scope of work.
This will include, but not be limited to:
• Analyze existing conditions and historical trends to provide a baseline level of crashes involving fatalities and serious injuries in the City.
• Analyze locations where there are crashes and the severity of the crashes, as well as contributing factors and crash types by relevant road users (motorists, pedestrians, transit users, etc.).
• Analyze systemic and specific safety needs (e.g., high-risk road features, specific safety needs of relevant road users, public health approaches, analysis of the built environment, demographics, and structural issues).
• Include all roadways within the jurisdiction, without regard for ownership.
Deliverables of the task include a Baseline Safety Analysis to be included in the draft Action Plan Report. This should include the crash analysis information, associated crash trends and hotspots.
TASK III – PUBLIC INVOLVEMENT
This task includes the efforts to engage the public and relevant stakeholders, including the private sector and community groups, that allows for both community representation and feedback.
Information received from the engagement and collaboration will be summarized and incorporated into the Action Plan.
The minimum components of this task are as follows.
• Host at least two informational meetings with the public in which local stakeholders will be in attendance. An initial stakeholders list is located in the SS4A grant application.
• Create an online survey to be used to engage with citizens on existing projects and issues as well as to engage on draft project lists created later in the project.
• Develop and deploy robust engagement with the public and relevant stakeholders, including the private sector and community groups, that allows for both community representation and feedback.
• Analyze information received from engagement and collaboration and incorporate it into the Action Plan.
Deliverables of this task include a summary of the feedback from the informational meetings and surveys.
TASK IV – DEVELOPMENT OF ACTION PLAN REPORT
The consultant shall develop the draft and final SS4A Action Plan Reports for submittal to the
USDOT.
The Draft Action Plan shall include the Baseline Safety Analysis from Task II and an outline for the public involvement efforts.
The Final Action Plan report shall include the following at a minimum.
• Identify a comprehensive set of projects and strategies—shaped by data, the best available evidence and noteworthy practices, and stakeholder input and equity considerations—that will address the safety problems described in the Action Plan.
o Focus on a Safe System Approach and effective interventions and consider multidisciplinary activities.
o Identify and mitigate, to the extent practicable, data limitations.
• Coordinate and align with other plans and planning processes to the extent practicable, including City plans and those of regional partners.
• Work with the City to develop evaluation criteria for prioritizing identified projects and strategies.
• Once identified, work with the City and project partners to prioritize projects and strategies into a list that provides time ranges for when the strategies and countermeasures will be deployed (e.g., short-, mid-, and long-term timeframes).
o Include specific projects and strategies, or descriptions of programs of projects and strategies, and explain prioritization criteria used.
o The list should contain interventions focused on infrastructure, behavioral, and/or operational safety.
Contract proposals must be submitted in the format outlined below.
