About this file

This document is Addendum #1 for RFP/24/116 issued by the City of Lansing Purchasing Office for Engineering Services for a Safe Streets and Roadways for All (SS4A) Action Plan. The addendum provides clarification on two key aspects of the project: first, the Michigan State University (MSU) team will begin data gathering in fall 2024 for the Safe Routes to Schools Major Infrastructure Grant Application, which includes school surveys and evaluation of walking paths to Lansing schools. Second, the addendum addresses road safety audits, specifying that while a formal Road Safety Audit (RSA) is not required, a baseline safety analysis will be included in the Draft Action Plan, consisting of a crash analysis for all roadways in Lansing.

The addendum references a previously conducted Road Safety Audit (RSA) from 2022 by the Michigan Department of Transportation (MDOT) for M-99, which can be used as a reference in the Draft Plan. The safety analysis will provide a baseline of crashes involving fatalities and serious injuries, analyzing crash locations, severity, contributing factors, and crash types across different road users. The document includes a signature section for acknowledging receipt of the addendum, indicating this is part of the ongoing procurement process for the engineering services contract.

RFP/24/116

ENG SVC SS4A ACTION PLAN

This is Addendum #1 for RFP/24/116 addendum informs you of the following:

1. On p.11, under “Task I – Project Planning and Information Gathering” it mentions that the MSU team could begin data gathering in the fall of 2024. What is the data gathering that they will be performing and what will that data be used for? The MSU Team would be gathering data for the Safe Routes to Schools Major Infrastructure Grant Application. This would include school surveys and the evaluation of the walking paths to the Lansing schools.

2. On p.11, under “Task II – Corridor Road Safety Audits & Crash Evaluation” there is no reference to road safety audits (RSAs) in the task description. Is the intention to have any formal RSAs (following the FHWA process) performed? The tasks write-up includes information related to a crash/safety analysis for all roadways. For the Draft Action Plan, a baseline safety analysis should be included for all roadways in Lansing. This would initially consist of a crash analysis. The City has the recent RSA (2022) for M-99 performed by MDOT that can be used as reference in the Draft Plan. A formal separate RSA for each road is not required. An except from the SS4A Action Plan Components for Safety Analysis is as follows.

a. “Analysis of existing conditions and historical trends that provides a baseline level of crashes involving fatalities and serious injuries across a jurisdiction, locality, Tribe, or region. Includes an analysis of locations where there are crashes and the severity of the crashes, as well as contributing factors and crash types by relevant road users (motorists, people walking, transit users, etc.).”

This undersigned hereby acknowledges receipt of Addendum #1
