About this file
This document is a Questions and Answers file for the Gunflint Ranger District Snow Removal solicitation issued by the Department of Agriculture Forest Service. The solicitation seeks a contractor to perform snow removal and sanding services for the administrative site located at 2020 W. Hwy 61 in Grand Marais, MN, which includes plowing parking lots, roadways, drives to garages, and employee housing units, with sanding of paved areas when ice is present.
Key details include a proposal due date of January 18, 2026 at 1800 EST, with a base performance period starting February 1, 2026. Payment will be based on "EA" (each) snow events over 1 inch, with plowing and sanding charged as separate events depending on site conditions. The contract is a re-solicitation, with the previous incumbent being Budding Stars Inc. (contract number 12444624C0004). Sanding will be performed as needed based on ice conditions, and not necessarily during every snow event.

1. Definition of “EA” in the Schedule of Items: For snowplowing and sanding, does one EA represent a single storm event, a single push/pass, or a specific service call regardless of duration?
A: Each “EA” would be every snow event over 1” that requires the contractor to plow and sand. Although, sanding may not be required every time, depending on the site conditions.
1. Plowing vs. sanding payment: When plowing and sanding are performed during the same weather event, are these paid as two separate EAs, or is sanding only paid when specifically directed?
A: When plowing and sanding are performed during the same weather event, they would be paid as two separate EAs. Sometimes only plowing will be necessary. I don’t think sanding will be necessary every time they come to plow. It depends how icy the parking lots are and if there is still sand leftover from previous applications. If the lots are mostly ice-free then we won’t need sand.
1. Period of performance timing: Since the base period lists a start date of 11/01/2025, please advise how performance already elapsed will be handled upon award (e.g., immediate performance only, adjusted base period, or other administrative approach).
A: The new Base Period of Performance will begin February 1,2026.
1. Could you please confirm the correct proposal due date for this requirement so we may ensure timely and accurate submission?
A: The correct proposal due date is January 18, 2026 at 1800EST.
