About this file
This is an asbestos and lead-based paint survey report prepared by Apex Environmental for the Oregon Department of Transportation Region 2 Right of Way Section, documenting environmental testing conducted at 1150 Industrial Parkway in Newberg, Oregon. The survey was performed on January 20, 2023, to support the upcoming renovation of a two-unit industrial building formerly occupied by Excel Fitness (Unit 106) and Halstead (Unit 107). An accredited asbestos inspector collected 32 bulk samples of suspected asbestos-containing materials from various locations throughout both units, including wallboard, flooring materials, cove base, carpet mastic, drop ceiling, caulk, and exterior aggregate surfaces. Additionally, four paint samples were collected from different areas to test for lead-based paint contamination. All samples were submitted to CA Labs in Baton Rouge, Louisiana, for analysis using EPA-approved methodologies.
Laboratory analysis using polarized light microscopy revealed no asbestos-containing materials in any of the 32 bulk samples tested, with all results showing non-detectable (ND) levels. Paint sample analysis similarly showed no detectable lead in the four samples collected; however, the report recommends that painted surfaces be treated as lead-based paint based on the building's age and that OR-OSHA regulations be followed during any renovation work involving impact to painted surfaces. A building material disposal sample analyzed using the Toxicity Characteristic Leachate Procedure indicated that demolition debris may be disposed of as general construction waste. The report provides photographic documentation and complete laboratory chain-of-custody protocols in its appendices and certifications.

4.0 Lead (Pb) Based Paint Field Investigation
On January 20, 2023 Jose Godinez of Apex Environmental conducted a visual inspection of the Site, which indicated that all painted surfaces were modern latex. Apex collected paint samples from 4 areas of the predominant paint in different locations.
Apex submitted the paint samples to CA Labs of Baton Rouge Louisiana, who analyzed the samples using EPA Method AA/SW-846-7420 lead. The laboratory report and chain of custody are found in Appendix C.
The laboratory did not detect in the samples collected. However, based upon the age of the building the painted surfaces should be treated as lead-based paint. OR-OSHA regulations must be followed during the impact of painted surfaces at the building.
The current OR-OSHA Lead in Construction Regulations apply to all construction work where work is performed impacting lead painted surfaces (including manual demolition, scraping, drilling, welding, etc.) where an employee may be exposed. The regulation outlines “trigger” tasks and appropriate personal protective equipment and engineering controls to be utilized when performing these tasks. This standard applies to work involving any amount of lead. Personal exposure assessment must be performed, and appropriate personal protective equipment (PPE) worn when impacting these surfaces.
PPE may be reduced based upon exposure assessments.
Apex collected one representative sample of building materials for disposal representation. The sample was analyzed using Toxicity Characteristic Leachate Procedure (TCLP) by ALS Environmental. The results showed concentrations less than the limit of detection. Results indicate the building demolition debris may be disposed of as general construction waste

5.0 Conclusions & Recommendations:
The following summarizes the findings and recommendations resulting from the ACM & LBP surveys at the Site:
• Laboratory analysis of all suspect materials shows no asbestos containing materials at this location.
• Lead-based paint was not identified in the four samples collected by Apex, however based upon the age of the structures we would recommend OR- OSHA regulations be followed when impacting the lead-based paint.
• The results of this survey do not apply beyond the planned renovation described in this report. Materials located in areas not included in this inspection should be considered suspect. Should the scope of the renovation change during construction, or as previously inaccessible materials become exposed during demolition ODOT, and their representatives should be contacted to determine if materials contain asbestos or for further sampling.
Building materials should be assumed to contain asbestos unless testing shows otherwise.
This Survey Report was prepared by Tulla R. Stocker, AHERA License Numbers 45537IR, 45526DR, 45557PR, 45569SR and Lead Risk Assessor 1062-Indv and Jose Godinez AHERA Inspector number 1085.

Materials Characterization - Bulk Asbestos Analysis Laboratory Analysis Report - Polarized Light

Summary of polarizing light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763
Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of stereomicroscopy. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated of asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).
Vermiculite containing samples may have trace amounts of actinolite-tremolite, where not found be PLM should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.
Fibrous talc containing samples may even contain a related asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.
Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be detectable by PLM analysis and should be analyzed by TEM bulk protocols.
A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.
Quantification of <1% will actually be reported as <=1% (allowable variance close to 1% is high). Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos and the "trace asbestos". In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.
CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). All analysts have a college degree in a natural science (geology, biology, or environmental science) or are recognized by a state professional board in one these disciplines .Extensive in-house training programs are used to augment education background of the analyst. The group leader of polarized light has received supplemental McCrone Research training for asbestos identification. This report is not covered by the scope of AIHA accreditation.
