Subject: Request for Quote – RFQ# 1145PC22Q0042 Amendment 2 OPATS' Language Proficiency Interview Contractors Blanket Purchase Agreement

The purpose of this RFQ# 1145PC22Q0042 Amendment#2 is to extend the offer due date from April 12, 2022 to April 18, 2022 at 1:00 PM Washington, DC Time.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-70. The Peace Corps mission is to promote world peace and friendship through services to others. Peace Corps Volunteers live and work within the community they service abroad, learning the local language and contributing skills. This technical assistance is one of three goals of the Peace Corps. The other two goals revolve around cross-cultural understanding gained as the people of other countries acquire a better understanding of America and as the Volunteers return home to share their cultural experience with fellow Americans. The US Peace Corps has a requirement for the purchase of the following item in the quantities described and listed below:

Peace Corps (PC) seeks to award multiple contracts for Language Proficiency Interview (LPI) Tester Trainers for upcoming workshops at various Peace Corps posts. The contractor must be able to work in the location on the specified date. See reference the attached Scheduled for complete description of training dates and locations.

Solicitation is being issued as a request for quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70. This requirement is being solicited on a full and open basis using Simplified Acquisition Procedures per FAR Subpart 13.5. A firm-fixed price Blanket Purchase Agreement (BPA) for Language Proficiency Interview (LPI) Tester Trainers for upcoming workshops at various Peace Corps posts. The Peace Corps intends to award up to three (3) BPAs as a result of this solicitation. The estimated value of this BPA is estimated to be $318,000.00. This BPA does not obligate any funds. Call Orders issued against this BPA will obligate funds. Call Orders will be Firm Fixed Price.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541930 – Translation & Interpretation Services, PSC Code R608, with a small business size standard of $8.00 million.

You are invited to submit a response in accordance with the requirements of this RFQ. This procurement is being conducted as a 100% total small business set aside.

Issuance of this solicitation does not obligate the Peace Corps to award a BPA nor will Peace Corps pay any cost associated with the preparation or submission of Quotes.
