ATTACHMENT 1 - OPATS LPI TESTER TRAINERS QUESTIONS AND ANSWERS

1142PC22Q0042, AMENDMENT 5

1. We would like to request an extension of at least 24 hours to the deadline of the subject solicitation. The added time will help us fully complete our proposal package in response to this requirement

The Solicitation 1145PC22Q0042 close date was extended to May 2, 2022 at 1:00 PM Washington, DC Time.

2. I will be unavailable to conduct any training between June 2022 and December 2023, as I will be living abroad serving a full time mission for our church. I would be interested in conducting LPI training for the Peace Corps beginning January 2024. Would I be eligible to submit a quote even though I would be unavailable during the beginning of the 5 year period?

All prospective offerors interested in LPI Tester Trainer Requirement should submit a quote by the solicitation close date.

3. Since I have not trained for the Peace Corps recently, I would be curious to know what an acceptable price range would be for the work. Can you share that with me?

No. The Peace Corps is unable to provide this information. If your company is interested in responding to this solicitation, please submit your quote by the solicitation close date.

4. Finally, I notice in the quote submission guidelines that I should give three examples of experience providing similar training that have occurred in the past three years, one of which must be with the Federal government. I have several experiences which would be appropriate to include, but I do not have any experience in the past 3 years working for the federal government. Would this automatically disqualify me?

No, this will not automatically disqualify you. Please see the revised past performance language specified in 1142PC22Q0042, Amendment 5.

5. If I am reading the solicitation correctly, there is a 25K cap for each contractor. Does that include expenses? Or is it just the amount paid to the contractor?

The limitation for each individual order under this BPA shall not exceed $25,000.00.

There is no cap for each contractor.

6. Does the Language Trainer have to be located in the United States? May the Trainer attend meetings via a virtual meeting platform such as Zoom, or must all meetings be attended in person?

The Peace Corps may adopt more virtual training in the future, but right now most are being conducted in person at post.

7. How many Language Test Trainers is the contractor expected to provide at the same time?

It will be dependent on post timelines, as they schedule the workshops around their own needs, requirements, and schedules. Sometimes there might be one workshop at any given time, sometimes there might be more.

8. How many training events are expected each year?

We estimated approximately 12 workshops per year, but that could change given various circumstances. For example, now that Volunteers are returning to service, it’s likely that there will be an increase in requests from posts for LPI Tester Training.

9. If the contractor’s language test trainer is not available on a specific date, may the contractor reject the training event?

Yes. The Contractor shall coordinate with the Government to establish a revised delivery schedule.

10. Is page 11, “Quote Proposal” the only required pricing page? Or does the Peace Corps require additional documents such as an SF1449?

Page 11 “Quote Proposal” is the only required pricing page. An SF1449 is not required.

Review the solicitation and amendments for the remaining documentation required to be submitted with your quote. Please reference solicitation “PART IV - PREPARATION AND SUBMISSION OF QUOTE” for guidance.

11. What is the number of expected contractors per language?

The Peace Corps does not have an expected number of contractors per language. The Peace Corps is hoping for several contractors per language to submit a quote, so that we have a variety of resources to engage based on post-specific language capabilities and needs.

12. Part IV says we shall provide information about the following:

Web Portal: Contractor shall provide their online web portal where purchases will be made via purchase card. Does this apply to sole proprietors?

The web portal is a requirement for this action. If your company meets the requirements of this action and is interested in responding to this solicitation, please submit your quote by the solicitation close date.

13. Should the submission be in a single file (pdf), or as separate documents?

Both formats are acceptable.

14. I'm very confused! I completed all the documents and submitted them some two weeks ago. Do you want the same documents again? Did you receive my original set of documents from two weeks ago? I don't understand your message. How do I handle the new request? Do I send everything the same way I did before?

The primary POC has been revised per amendment 5. Please submit your quote to Maria Anguiano at manguiano@peacecorps.gov. All prospective offerors are required to submit a quote for Solicitation No. 1145PC22Q0042 by the solicitation close date.

15. Is this for SLPI (ASL LPI?)... I have done the training 3 times before and want to be sure this is what you are looking for?

Yes, we would utilize someone with SLPI/ASL LPI skills, as some of our posts do require a tester training for sign language.

16. I presume that I need to re-complete this application. Are you able to tell me if I completed the application correctly the first time, and what I need to do differently this time? I presume that I need to re-complete the chart on page 11 of the form as before, and to include a cover letter with updated CV as before. Is there anything else that I need to do?

The primary POC has been revised per amendment 5. Please submit your quote to Maria Anguiano at manguiano@peacecorps.gov. All prospective offerors are required to submit a quote for Solicitation No. 1145PC22Q0042 by the solicitation close date.
