About this file
This is a Request for Proposals (RFP) issued by the Grenada School District in Mississippi for Wide Area Network (WAN) services under Bid #25004. The District is soliciting proposals for two alternative solutions to connect eight district locations: Option A (Leased Dark Fiber, user-managed) and Option B (Leased Lit Fiber, vendor-managed). Vendors may bid on one or both options. The WAN must connect Grenada Elementary School - Red Top, Grenada Elementary School 4-5 - Green Top, Grenada Middle School, Grenada High School, Grenada Enrichment & Transitions Center, Grenada Special Education Complex, Grenada Entrepreneurial and Innovation Center, and Grenada School District Central Office. A mandatory site visit window runs from February 13, 2026 through March 6, 2026, with appointments scheduled through Chris Corbett (ccorbett@grenadak12.com). Sealed bids are due March 13, 2026 at 10:00 a.m. at the District Central Office. The contract will have a three-year base term with up to seven optional one-year extensions, with all contracts ending on June 30 of the applicable year. All work must be completed and fully operational by July 1, 2026. Price redetermination may be requested after the base term and every two years thereafter.
Option A requires 32 fiber strands (4 per location) with all construction, splicing, patching, termination, and testing provided by the Service Provider, with LC connector handoffs to the District's supplied equipment. Option B requires 10 Gbps dedicated, symmetrical transport bandwidth per site with the vendor providing all modulating electronics, optical transceivers, and termination equipment. Vendors must have current USAC SPIN and SPAC credentials and comply with State of Mississippi procurement laws. The project is contingent on E-Rate approval and funding; if Federal E-Rate subsidies cease, the District's liability ends and the remaining contract is voided without penalty. The Service Level Agreement must guarantee 99.9% uptime with 24x7x365 monitoring and support. Proposals will be evaluated on Cost of Eligible Services (40%), Service Level Agreement (20%), Vendor Experience & References (20%), Prior Experience with the District (10%), and Compliance & Technical Design (10%). Vendors must provide three references for similar installations. The District reserves the right to award based on best value rather than lowest cost and may reject any or all proposals.

The District will supply the modulating electronics

Option B: Leased Lit Fiber Requirements
• Provide a fully managed, leased Lit Fiber WAN solution.
• Capacity: 10 Gbps (10 Gigabit) dedicated, symmetrical transport bandwidth per site.
