About this file

This document is a Request for Proposals (RFP) issued by Grand County, Utah's Economic Development Department (EDD) for developing a holistic asset-based community economic development strategic plan for 2024-2029. The RFP seeks a consultant to create a comprehensive strategic plan that incorporates sustainable tourism and economic diversification, with proposals due by 5:00 PM MDT on May 12, 2023. The project aims to support local businesses, workforce, and residents by addressing economic challenges in the Moab area, which currently relies heavily on tourism. The selected firm will conduct an initial assessment of the county's economy, engage with community stakeholders, develop an implementation plan, and create a strategic roadmap that balances tourism growth with economic resilience and quality of life for residents.

The project has a budget not to exceed $150,000 and is expected to span 8 months from July 2023 to February 2024. The county is particularly interested in firms with expertise in strategic planning, community engagement, sustainable tourism strategy, and economic development. The RFP emphasizes prioritizing recommendations that leverage local expertise, preserve natural resources, ensure equitable outcomes, and minimize displacement of current residents. The selection committee will evaluate proposals based on understanding of the scope of work, project approach, prior experience, consultant qualifications, and pricing, with a total of 100 possible points across these categories. Funding will likely come from the Transient Room Tax (TRT) and Rural County Grant program, with additional support from local advisory boards.

Description

I. Summary of Request

The Grand County Economic Development Department (EDD) seeks proposals from firms able to support the development of a 2024 - 2029 holistic asset based community economic development strategic plan that incorporates sustainable tourism, economic diversification, and drives actionable programs to support all local businesses, workforce, and residents.

II. Background

Grand County is located in rural southeastern Utah with a population of ~10,000. Moab is the County seat with approximately 6,000 residents and is considered the “base camp” for visitors seeking to explore Arches & Canyonlands National Parks, Dead Horse Point State Park, the Colorado and Green Rivers, and a vast array of other public lands and trail systems. Visitors enjoy a variety of outdoor recreation adventures including mountain biking, climbing, canyoneering, rafting, and off-highway vehicle trail rides.

Today, Grand County, Moab City, and its residents face challenges familiar to many small “gateway” communities. First permanently settled by non-indigenous people in the 1870s, a predominantly ranching-based economy gave way to an extractive industry-driven economic boom in the 1950s. This period of growth was fueled by the federal government's demand for a domestic source of uranium which the Moab area had in abundance.

When the uranium industry crashed in the 1980s, the community experienced a crippling economic downturn and turned to the tourism industry as an economic development driver. The area now welcomes millions of visitors a year and tourism employs the majority of the workforce. However, the rapid growth of the tourism industry has put tremendous pressure on the public lands that support it, the affordability of housing, and the opportunity for an equitable quality of life for local residents.

Grand County is going through an inflection point in its history and has shifted its policies to react to these changes. As a result, there has been much discussion about the resources available to drive economic development policy in our community.

In Utah, the Transient Room Tax (TRT) is a sales tax on short-term lodging which can be used to “establish and promote” and “mitigate the impacts” of tourism, recreation, film production, and convention activities. The statute that governs TRT also requires that each County maintain an advisory body made up of Tourism industry stakeholders that recommend prioritized expenditures of the TRT to the County Commission. In Grand County, this board is called the Moab Area Travel Council Advisory Board (TCAB).

Additionally, the State provides between $200,000 to $800,000 annually via the Rural County Grant program. This program is focused on traditional economic development activities such as workforce development, business development, and infrastructure development but heavily relies on the insight of a separately mandated advisory body that oversees its expenditure. In Grand County, this body is called the Economic Development Advisory Board (EDAB).

In the last several years, Grand County has sought flexibility to use TRT revenues to support non-tourism economic development in order to diversify the local economy and foster a more sustainable, livable, and resilient economy and community that is less reliant on the tourism industry. Tourism industry stakeholders, despite broad consensus that economic diversification is necessary, have consistently expressed concerns that actions that decrease resources to programs that grow the local tourism economy will “kill the goose that lays the golden egg” for Moab. This divide has complicated efforts to both define a holistic vision for the future of Moab’s economy and chart a path forward that includes both tourism and non-tourism drivers of economic activity.

As a result, the EDD, in conjunction with the input and advice of the TCAB and EDAB, has identified the need to contract with an outside entity that has facilitation and subject matter expertise. The goal of this contract is to support the EDD in the management of a strategic planning process that will map the resources available locally, identify gaps, and propose a pragmatic and positive way forward that takes a variety of stakeholder perspectives into account and works toward a holistic vision for economic development.

The EDD has decided on a five-year planning horizon (2024-2029) to create and maintain successful programs, establish objective impact evaluation of those programs, and facilitate stakeholder buy-in. Our hope is that a strategic planning process that focuses on finding common values, compromise, and priority alignment will allow our department to aggressively pursue resources, fund politically durable programs, and make real progress.

The EDD’s priority is to leverage local knowledge, assets, and solutions via community roundtable conversations with hands-on support from TCAB, EDAB, and EDD staff. Our primary need from a consultant is to act as a neutral facilitator who will be able to provide working capacity to manage the planning process with a view towards community empowerment rather than top-down delivery, ensure conversation takeaways are captured, and that the sum total of the process results in a well-thought-out synthesis of all inputs that can be used to drive policy decisions going forward.

This planning process is one of several implementation strategies contained within Grand County’s Comprehensive General Plan 2030. Outcomes of the strategic planning process will revise the “Healthy Economy” section of the General Plan and will work in concert with other elements of the General Plan, such as Social, Environmental, and Housing. Lastly, a highly engaged citizenry, the opening of a new state-of-the-art building for the Utah State University (USU) Moab campus, and Moab City’s Moab Tomorrow Together visioning exercise combine to provide tremendous momentum for this planning process.

III. Guiding questions that Grand County seeks to address through a planning effort:

1. How do we create a holistic vision, a set of priorities, and a suite of programs that drive economic opportunities to support all of our local businesses, workforce, and residents?

2. How do we manage and sustain a thriving tourism ecosystem that drives economic benefit to our local community while managing real environmental, equity, and community quality of life impacts?

3. How do we add resiliency and diversity to our economy so that it is stronger as a whole, provides more year-round, full-time, benefitted job opportunities that are less reliant on the visitation curve, and is more likely to withstand economic shocks?

4. How can we work together as a group of individuals with different perspectives to facilitate a collaborative and mutually respectful process in order to develop a representative strategic plan that garners robust and broad-based community support?

IV. Scope of Work

1. Initial Objective Assessment of Grand County’s Economy and the Economic Development Department’s (EDD) Strategy

a. Evaluate existing economic activity:

i. Identify and describe the components of the local economy that primarily rely on transient guest visitation (ie. Tourism Industry), and evaluate the costs and benefits that this industry provides to the local community; and,

1. Describe the current local tourism market with a focus on visitation patterns (ie.

indicators of economic activity, key origin markets, average length of stay, average spend per trip, transportation preferences, temporal and geographical visitation distribution), product mix (experiences and amenities that drive visitors to come to Moab), and key pain points experienced by visitors, residents, and business owners.

ii. Identify and describe additional existing sectors of the local economy that do not primarily rely on transient guest visitation, and evaluate the costs and benefits that these industries provide to the local community; and,

b. Identify economic opportunities:

i. Assess the opportunities to strengthen the existing tourism industry, increase its sustainability, and increase the benefit this industry provides to the local community with a focus on changes to existing visitation patterns (ie. indicators of economic activity, key origin markets, average length of stay, average spend per trip, transportation preferences, temporal and geographical visitation distribution), and product mix (experiences and amenities that drive visitors to come to Moab); and,

ii. Identify businesses or industries that are well-suited for attraction to or expansion from within the Grand County context with express concern for the preservation of surrounding natural resources, equity, and quality of life concerns voiced by county residents; and,

iii. Complete a commercial and industrial real estate analysis within Grand County that identifies zones and/or parcels ripe for industrial, commercial, and/or mixed-use development.

c. Evaluate community assets, infrastructure, and additional context that pose opportunities or risks to the development of the local economy and workforce, including but not limited to:

i. Demographics

ii. Housing

iii. Workforce

iv. Educational Institutions

v. Commercial and Industrial Real Estate Stock

vi. Local Regulations (Licensing, Permitting, Zoning etc.)

xi. Natural Amenities and Constraints (ie. Public Land, Water Availability, etc.)

xii. Other Quality of Life considerations

d. Inventory existing vision, mission, strategies and objectives of the EDD.

2. Community, Stakeholder, and Decision Maker Engagement

a. The selected firm must propose a plan to solicit general public input, key stakeholder input, and decision maker input in order to inform the outcomes of the strategic plan. However, there will be flexibility in the final scope of work to ensure that budget allocation is optimized to balance the need for comprehensive input with the risk of overspending on this part of the plan. The public engagement plan should include, but is not be limited to:

i. Community forums that allow for the introduction of the concept of the plan, clarification, and presentation of the plan’s recommendations; and,

ii. Subject matter-specific roundtables with relevant stakeholders in order to map community assets, gaps, and solutions to key economic development challenges including the following illustrative list:

1. Inspirational and Educational Marketing / Advertising / Media

ii. Support EDD staff in the development of a mission statement, prioritization of strategies, and definition of objectives for the EDD with a focus on 2024-2029.

b. Analyze the EDD’s use and definition of the term “economic diversification”, proposing potential changes to the use and definition of the term with reference to industry best practices and community input. The current EDD definition of economic diversification is:

“Grand County Economic Development defines economic diversification as economic development that supports a sustainable, livable, and resilient Grand County:

i. Sustainable, in that we actively protect our public lands and preserve our community's natural resources;

ii. Livable, in that we support the creation of year-round, high-paying jobs in a community that offers a high quality of life and economic mobility; and,

iii. Resilient, in that we foster a diverse mix of industries that can withstand an array of economic shocks.”

c. Develop a strategy to facilitate ongoing community communication, receive community input, and foster and maintain a sense of transparency and accountability within the community.

d. Create an implementation matrix with recommended prioritization of the County’s economic development efforts and resources (human and financial) for the next five years and measurable annual objectives including implementation guidelines and schedule. The Matrix should recommend strategies, resources (human and financial) and timeframes specific to each strategy/objective.

e. Revise the “Chapter Eleven: Healthy Economy” section of the Grand County General Plan in accordance with the outcomes of the strategic planning process.

f. Identify funding and other resources as necessary for any strategies/objectives.

4. Additional Stipulations

a. Prioritize recommendations that leverage existing local expertise and minimize the displacement of current residents.

b. Prioritize recommendations that ensure the sustainable use and preservation of Grand County’s public lands and limit any negative environmental and community impacts with particular attention paid to the effects of climate change including aridification, flooding, uncertain water availability, and rising temperatures.

c. Prioritize equitable outcomes:

i. Ensure that all residents will be able to participate in and benefit from sustainable economic growth; and,

ii. Ensure meaningful participation with historically marginalized communities by engaging with local organizations serving these communities; and,

iii. Conduct outreach in Spanish and other languages spoken locally so that all residents can participate in and benefit from EDD and county programs.
