About this file
This is Amendment A0003 to Solicitation 1131PL26R0058 for Europe and Eurasia Digital Infrastructure Project Scoping Services issued by the United States Trade and Development Agency (USTDA), Office of Acquisition Management, located in Arlington, Virginia. The amendment was issued on August 14, 2026, with an effective date noted in Block 16C, and addresses questions 12 through 14 received prior to the deadline of 1:00 p.m. Eastern Standard Time on Friday, August 21, 2026.
The amendment provides clarifications on three key areas of the original solicitation: (1) Eight (8) Project Reports represents a ceiling, not a minimum requirement, with no mandatory minimum deliverable obligation per country; (2) the geographic scope is limited to Europe and Eurasia only, with the Middle East and North Africa (MENA) excluded despite appearing in the original RFP title; and (3) a Public Market Report is not required for this contract, and all language in Section D.1.9 referencing a Public Market Report and associated confidentiality certification requirements should be disregarded. Except as amended herein, all terms and conditions of the referenced solicitation remain unchanged and in full force and effect. Offerors must acknowledge receipt of this amendment by completing items 8 and 15 and returning copies, acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication prior to the specified offer receipt deadline, with failure to acknowledge potentially resulting in rejection of the offer.

Solicitation Number:1131PL26R0058A0003 Solicitation Title: Europe and Eurasia Digital Infrastructure Project Scoping Services
12. Section D.1.2 states that the Contractor shall provide full Project Reports for “up to eight
(8) activities,” while the Final Report purpose in the same section requires the Contractor to “develop terms of reference and budgets for at least eight (8) activities” and references approval “beyond the minimum one per country.” Could the Government please confirm that eight (8) Project Reports is a not-to-exceed ceiling rather than a minimum? Could the Government also confirm that there is no minimum deliverable obligation per country?
RESPONSE: Eight (8) Project Reports is ceiling, not a minimum.
13. Section D.1.5 indicates that the region covered by the RFP is Europe and Eurasia, but the title of the RFP includes the Middle East and North Africa (MENA). Will MENA be included in the geographic scope of this contract?
RESPONSE: The correct region is Europe and Eurasia. MENA is not part of the geographic scope of the contract.
14. Section D.1.9 states that “The Contractor shall not include any business confidential information in the Public Market Report and shall include the following confidentiality certification in the final invoice: ‘I hereby certify that the Public Market Report contains no business confidential information.’” However, the RFP does not mention a requirement to produce a Public Market Report. Can the Government please clarify if a Public Market Report is required and, if it is not, will the Government remove the statement above from Section D.1.9?
RESPONSE: A Public Market Report is not required for this contract. Please disregard the language in Section D.1.9 regarding a Public Market Report.
