About this file

This is a Request for Proposal (RFP) for a Definitional Mission (DM) contract to provide scoping services for digital infrastructure projects in the Europe and Eurasia region.

The U.S. Trade and Development Agency (USTDA) is soliciting proposals for consulting services to identify, evaluate, and develop funding recommendations for up to six preliminary assessments and eight full project reports on digital infrastructure opportunities across Europe and Eurasia. The contractor must travel to the region for up to three separate trips lasting up to ten business days each to meet with prospective grantees and stakeholders. Deliverables include preliminary assessment reports (approximately five pages each), comprehensive project reports with detailed analysis, and a final consolidated report. The contractor must develop terms of reference and budgets for activities, conduct infrastructure risk screening, assess environmental and social impacts, analyze financing options, identify U.S. export potential, evaluate foreign competition, and recommend whether USTDA should fund proposed feasibility studies, technical assistance, or pilot projects. The scope covers smart cities and ICT infrastructure including intelligent transportation, smart utilities, 5G, fiber optic solutions, and cybersecurity projects. Proposals are due September 11, 2026, at 1:00 PM Eastern Time. The contract has a 36-month period of performance with a $19 million estimated budget. Technical proposals are limited to ten pages (excluding resumes, executive summary, and past performance information); pricing proposals are submitted separately on Standard Form 1449. Evaluation factors include technical experience with at least ten years in smart cities and ICT development, prior country/regional experience, past performance, and price. The government reserves the right to award without discussions based on initial proposal evaluation. Only U.S. firms or U.S. individuals are eligible; subcontractor use is limited to less than fifty percent of the proposed price.
