About this file
This is a Request for Proposal (RFP) issued by the U.S. Trade and Development Agency (USTDA) for a Definitional Mission contract to provide project scoping services for transportation infrastructure projects in Latin America and the Caribbean. The solicitation number is 1131PL26R0035, with a solicitation issue date of April 13, 2026, and an offer due date of May 11, 2026 at 1:00 PM EST. The contract value is estimated at $19 million, and USTDA seeks a single award for a two-year period of performance. The contract incorporates commercial item acquisition procedures under FAR Part 12, with payments to be made electronically via the Invoice Processing Platform (IPP.gov).
The Performance Work Statement requires the contractor to conduct definitional missions to identify and evaluate up to 25 transportation infrastructure project opportunities across Argentina, Bolivia, Brazil, the Caribbean, Central America, Ecuador, Mexico, and Paraguay for USTDA funding consideration. Deliverables include up to 15 individual Project Reports with Terms of Reference and budgets, a Final Report analyzing all reviewed projects, and comprehensive support documentation. The contractor must develop detailed economic analyses, financing plans, environmental and social impact assessments, infrastructure resilience screenings, regulatory assessments, and U.S. export potential analyses for recommended projects. Key requirements include proficiency in Spanish and Portuguese languages at Level 3 or above on the Interagency Language Roundtable scale, relevant experience developing feasibility studies and technical assistance activities, expertise in transportation infrastructure and international financing mechanisms, and knowledge of USTDA funding criteria. The evaluation will assess technical capability, relevant professional experience, technical approach, foreign language proficiency, past performance on similar contracts within the last three years, and price reasonableness. This is set aside for Women-Owned Small Businesses (WOSB), with a minimum size standard of $19 million in annual revenues.

D.1 PERFORMANCE WORK STATEMENT (PWS)
LATIN AMERICA AND THE CARIBBEAN: TRANSPORTATION INFRASTRUCTURE
PROJECT SCOPING SERVICE
D.1.1. OVERVIEW
The U.S. Trade and Development Agency (USTDA) supports the development of overseas infrastructure projects that advance the shared strategic interests of the United States and its overseas partners. These projects offer opportunities for the export of trusted U.S. solutions, including technology, goods, and services that support U.S. jobs.
USTDA is the U.S. government’s first mover on critical infrastructure projects overseas. The
Agency funds the upfront technical and design work that accelerates infrastructure development and helps projects attract financing. This includes project preparation activities such as feasibility studies, technical assistance, pilot projects, and front-end engineering and design studies.
D.1.2. SCOPE OF WORK
USTDA requires services under this non-personal services Definitional Mission (“DM”) contract to support its decision-making relative to the funding of activities, such as those identified in the
Overview section above, to support U.S. industry participation in Argentina, Bolivia, Brazil, the
Caribbean, Central America, Ecuador, Mexico, and Paraguay projects.
The Contractor shall provide Project Reports for up to 25 activities for USTDA funding consideration and one Final Report in cumulation to USTDA. USTDA reserves the right to make the final determination on which activities merit consideration for the Project Reports.
The Final Report, unless otherwise directed by USTDA, shall be labeled clearly on every page as
“Business Confidential” and shall be treated accordingly per sections D.11, “Confidentiality,” and
D.12, “Intellectual Property.”
The purpose of the Final Report is to:
1. Assess and provide a recommendation on whether USTDA should provide funding for the proposed feasibility study(ies), technical assistance, pilot project(s), or other activity(ies), hereinafter referred to as “activity(ies)”;
2. Develop terms of reference and budgets for at least 15 activities for USTDA funding consideration.
o If Contractor is having difficulty meeting this requirement, the Contractor must discuss the findings of the mission with the Contracting Officer’s Representative
(COR) in advance of writing the draft Final Report.
o The Contractor shall obtain the COR’s written…
