About this file

This document is Amendment A0001 to solicitation 1131PL26R0035, issued by the United States Trade and Development Agency (USTDA) Office of Acquisition Management on March 4, 2026. The amendment provides responses to questions received regarding the solicitation for Latin America and the Caribbean: Transportation Infrastructure Project Scoping Services. The proposal due date has been established as Monday, May 11, 2026, no later than 1 PM Eastern Standard Time, with submissions directed to contractproposals@ustda.gov and vpringle@ustda.gov. All terms and conditions of the original solicitation remain unchanged and in full force and effect.

The Questions and Responses section clarifies seven key requirements and clarifications regarding proposal formatting, past performance evaluation, nationality requirements for subcontractors, country activity distribution, travel scope, and language proficiency. Font requirements apply only to body text; Times New Roman 12-point is acceptable for past performance sections and resumes. Past performance references must be submitted for the offeror (prime contractor). The nationality requirement for subcontractor employees may be waived on a case-by-case basis by the contracting officer for O-1A visa holders from specified LAC countries. Contractors may develop Project Reports based on the most promising opportunities regardless of country distribution, contingent on COR direction. Optional travel is estimated at up to ten LAC countries for approximately five business days each per trip. Offerors proposing professional interpretation and translation services will receive equal evaluation scores to those proposing direct staff-level language proficiency in Spanish and Portuguese.

Questions and Responses

1. Section E.5 stipulates font and formatting requirements for the proposal. Can the Government confirm that the requirement to use Times New Roman 12-point font applies only to body text, and not to the cover page, table of contents, captions, call-out boxes, graphics, headings, headers, footers, footnotes, tables, charts, and other design elements?

RESPONSE - Yes.

2. Does the Times New Roman 12-point font requirement apply to a) the past performance section and b) resumes?

RESPONSE – 12-point font is acceptable.

3. Section E.5. states: "Past Performance Information: Offerors shall submit a list of no more than three (3) most recent Government and/or commercial contracts in performance at any point during the three (3) years prior to the proposal submission date, which are relevant to the efforts required by this solicitation.” Section E.7.2., which describes the Government’s Past Performance Evaluation Approach, states that “In this context, “Offeror” refers to the proposed prime Contractor.” Can the Government indicate whether Offerors can submit references for work performed by proposed subcontractors on the Offeror’s team? And, if so, will subcontractor past performance references be given equal weight to prime contractor past performance references based on the language in E.7.2?

RESPONSE - Past performance should be submitted for the offeror.

4. Attachment III (USTDA Nationality Requirements) provides that Contractor and U.S.

subcontractor employees performing under the contract must be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the U.S. (green card holders). Will USTDA consider waiving this requirement for subcontractor employees who meet the following requirements?

o are working in the U.S. on an O-1A visa, and o are nationals of one of the countries identified in Section D.1.2 of the PWS.

O-1A visas are given only to those individuals with extraordinary ability in certain fields, and we contend that it would be in the Government’s interest to allow consultants with such exceptional credentials to support this contract in the limited capacity of a subcontractor. A specialist who is both a U.S.-based host-country national and an O-1A Solicitation Number: 1131PL26R0035 Title: Latin America and the Caribbean: Transportation Infrastructure Project Scoping Services holder brings sector expertise, language capability, and direct stakeholder access in the LAC region that materially advance the Definitional Mission’s objectives.

RESPONSE - Approval may be granted by the contracting officer (CO) on a case-by-case.

5. Section D.1.2 states that the Contractor shall obtain the COR's written approval before developing any activity beyond the minimum one per country. Is there an express requirement to develop at least one activity per priority country, or will the Contractor—at the COR's direction—be able to develop Project Reports based on the most promising opportunities, regardless of by-country distribution?

RESPONSE - The Contractor – at the COR’s direction – will be able to develop Project Reports based on the most promising opportunities, regardless of by-country distribution.

6. Section D.1.3 indicates that “Travel to Host Country(ies) estimate is five (5) days to meet with prospective grantees and other relevant stakeholders from the relevant sector.” (a) Can the Government confirm that the expectation is that the Contractor travel for up to five business days in-country per trip rather than over the duration of the contract? (b) If so, how many trips should the Contractor anticipate as a maximum to be performed under this contract?

RESPONSE - As noted in D.1.3, “Optional travel to up to ten (10) LAC countries for approximately five (5) days each to meet with prospective grantees and other relevant stakeholders from the relevant sector.”

7. Section E.6, Sub-Factor 3 states that the Contractor should be “proficient in both Spanish and Portuguese languages at no less than the general professional proficiency level (Level 3 or above on the Interagency Language Roundtable scale),” but also provides that “if the Contractor does not meet preferred language proficiency criteria, the Contractor shall demonstrate ability to fully perform the work described in this PWS through the use of translation and interpretation services.” Will an offeror proposing to use professional interpretation and translation services (if structured in a way that is acceptable to the Government) be scored equally to an offeror proposing staff-level proficiency, consistent with the RFP language permitting this approach?

RESPONSE - Yes, an offeror proposing the use of professional interpretation and translation services will be scored equally to an offeror proposing staff-level proficiency.
