About this file
This document is an Amendment (Amendment 0001) to a solicitation for administrative support services for the United States Trade and Development Agency (USTDA). The amendment includes a comprehensive questions and answers (Q&A) section addressing various aspects of the solicitation, primarily focused on contract requirements, personnel qualifications, past performance, and proposal submission details.
Key highlights include a requirement for all proposed personnel to have a Secret Security Clearance, submission of resumes for all eight labor category positions, and pricing for both exempt and non-exempt positions. The contract is anticipated to be awarded in the first quarter of FY2026, with a phase-in period of no more than 30 days. The incumbent contract currently has nine full-time equivalents (FTEs), and the new contract will require staffing across various administrative functions including records management, FOIA support, reception services, and training center support. Offerors must provide both unburdened and burdened salary information, past performance references, and comply with specific formatting requirements for proposal submissions.

Question: The solicitation states, "The resume must also include points of contact (names, phone numbers, and emails) for the relevant projects who can address the individual’s performance (Offeror or Offeror personnel cannot be submitted as point of contact)." Would the Government consider removing this requirement? Incumbent candidates may be apprehensive about providing points of contact due to concerns about potential adverse consequences or retribution (e.g., early termination from a prime contract) should their company not be awarded the contract. Removing or adjusting this requirement would help ensure qualified candidates are not discouraged from applying.

STAFFING AND MANAGEMENT
Question: The Staffing and Management instructions require resumes for all eight positions, including the Project Manager identified as Key Personnel under Section D.1.20.1.1, as well as written certifications for each proposed Key Personnel. To minimize disruption to ongoing operations, retain the knowledge of current staff, and support the nondisplacement of qualified workers, we believe capture of incumbent staff should be included as part of the transition plan. Additionally, it would be challenging and resource-intensive for a non-incumbent offeror to recruit all eight personnel within the proposal timeframe. Therefore, can the Government consider reducing and designating only certain positions for which resumes are required?
Answer: RFP requirement will remain as issued.
39. Reference: Section E.1.2. PROPOSAL DUE DATE, Page 36, Paragraph N/A Question: Given the time and effort required to recruit eight personnel, can the Government extend the proposal due date to October 24?

40. Reference: Section B.1 Schedule of Supplies and Services, Page 2, Paragraph Various Question: It is indicated in the period breakdowns that the quantity of hours for positions such as the Admin Support/Receptionist are 1920 hours (suggesting a single FTE), but in section D.1.2.3.1 on page 20 under “Receptionist Services” it states that the contractor will staff and operate two reception areas at all times. Is the intent that one of the other FTE positions will be staffing the second desk or is the contractor required to propose multiple FTEs for this position? If multiple FTEs for the same labor category are required, will Section B.1 be amended, or is it up to the contractors discretion to staff the positions and functional areas if more or less hours are required and differ from the chart provided in Section B.1?
Answer: It is intended that one of the other position will be cross-utilized to cover the second reception area.
41. Reference: Section D.1.2, Page 15, Paragraph 4 Question: It states that the contractor will provide support to the Agency related to it’s FOIA program, including receiving and tracking requests, updating the FOIA database, etc. Is the FOIA database a specific program being used outside the agency or is it an agency-specific data repository?
Answer: Agency-specific data repository.

Questions: Does the Government expect a full Quality Control Plan now, or just a narrative summary of our approach? Are there any key positions that must be filled at the time of award versus after award?
http://www.acquisition.gov/

Question: The pricing for non-exempt personnel is based on 1920 productive work hours per year, which corresponds to 80 holiday hours and 80 vacation hours. Since this contract observes 12 federal holidays, and the Wage Determination requires a minimum of 80 hours (2 weeks) vacation and 56 hours of sick time, shouldn’t the number of productive hours be adjusted accordingly?
Answer: Inauguration Day is once every four years; therefore, there are currently only 11 annual holidays at the moment. RFP, Section B.1. will be updated to reflect 1912 hours for the Base, Option 1, Option 2, and Option 4. Option 3 will be updated to reflect 1904 hours.
53. Reference: Section B.1, Page 2-3, Paragraph All tables in section B.1
Question: Does the government want us to account for more tenured SCA employees who accrue more than 80 hours of vacation a year?
For example, 1920 hours does not account for more senior non-exempt employees who accrue 120 hours or 160 hours of vacation based on length of service.
Answer: Please account for your proposed SCA employees.
54. Reference: Section E.1.8., Page 39, Paragraph 2
Question: Can the Government confirm the acceptable method for submitting Facility Clearance verification documents, given that NISS reports contain CUI and cannot be included in the proposal submission?
Answer: CUI may be appropriately redacted or password protected. Proposals are being submitted to the Federal government email system.
55. Reference: Section B.1 , Page 2-3, Paragraph_ All tables in section B.1___ Question: The Section B tables only include spots to input a loaded monthly rate and loaded hourly rates. Where should offerors input the required unloaded/unburdened annual salary for each proposed exempt position, and the unloaded/unburdened hourly rates for each proposed non-exempt position?
Answer: Provided separately as part of the price proposal.
56. Reference: Section B.1, Page 2-3, Paragraph All tables in section B.1___

57. Reference: Section E.1.8 , Page 38, Paragraph 2nd paragraph of Staffing and Management Section Question: Please clarify what is meant by “resume must include POCs.... (Offeror or Offeror personnel cannot be submitted as the POC).” Does this mean only US Government employees or former employers are eligible to meet this requirement? It would stand to reason if a named individual works for the Offeror, the Offeror would have unique and current insights into a candidate’s abilities and fit for a role on this contract.
Answer: Yes. References or POC for the purpose of varying CVs does not only apply to US Government employees.
58. For records management functions, what is the current volume of documents processed annually, and what are the projected growth rates?

Question: The solicitation requires offerors to submit resumes for all positions, while an incumbent contractor is already performing this work. This requirement creates several concerns:
• Unfair competitive advantage: The incumbent has direct access to current employee resumes and performance data that other offerors cannot reasonably obtain.
• Unrealistic expectations: Prospective offerors must propose specific personnel who may never actually work on the contract, as incumbent employees typically transition to the winning contractor regardless of who is awarded the contract.
• Administrative burden: The requirement creates unnecessary proposal complexity without adding meaningful evaluation value for non-key positions.
Would the government consider revising the resume requirement to apply only to key personnel position (Project Manager), which would create a more equitable competitive environment?
Answer: On January 20, 2025, EO 14055, Non-displacement of Qualified Workers Under Service Contracts, was rescinded. Each offeror is required to propose appropriate staffing with the required qualifications to fulfil the requirements of the
PWS.
