2. CONTRACTOR REMITTANCE ADDRESS: All payments by the Government to the contractor will be made as follows:
a. Invoices shall be submitted to USTDA for payment via the Invoice Processing Platform (IPP). IPP is a secure web-based electronic invoicing system provided by the US Department of the Treasury’s Bureau of the Fiscal Services in Partnership with the Federal Reserve.
b. IPP Registration: IPP is open to any commercial vendor or independent contractor. Vendors may be invited to participate in IPP by a Federal agency. Registration invitations are sent via email from IPPCustomerSupport@fiscal.treasury.gov to the initial administrative IPP point of contact following a request by the agency.
The initial administrative user will receive two emails from IPP Customer Support:
• The first email contains the initial administrative IPP User ID
• The second email, sent within 24 hours of receipt of the first email, contains a temporary password.
Once you receive these emails, please log into the IPP application and complete the registration process.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

52.217-8 Option to Extend Services NOV 1999
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 calendar days.

(a) The Government may extend the term of this contract by written notice to the Contractor within 15 calendar days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 45 calendar days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months (months)(years).

SECTION D – ANY CONTRACT DOCUMENTS, EXHIBITS OR ATTACHMENTS
D.1 PERFORMANCE WORK STATEMENT
D.1.1. BACKGROUND:
The U.S. Trade and Development Agency helps companies create U.S. jobs through the export of U.S. goods and services for priority development projects in emerging economies. USTDA links U.S. businesses to export opportunities by funding project planning activities, pilot projects, and reverse trade missions while creating sustainable infrastructure and economic growth in partner countries.
USTDA’s primary activities are managed organizationally by the following programmatic regions: Sub-Saharan Africa; Middle East, North Africa, Europe and Eurasia; Latin America and the Caribbean; Indo-Pacific; and Worldwide Global Programs, which includes the Global Procurement Initiative. USTDA’s Office of Program Monitoring and Evaluations (“M&E”) is responsible for monitoring ongoing and recently completed projects for compliance and evaluating the outcomes and effectiveness of USTDA’s activities across all the regions.
D.1.2. SUMMARY OF THE FUNCTIONS:
The contractor shall furnish individuals who will work primarily at USTDA’s offices with each individual working at least two days a week from USTDA’s office in Arlington, Virginia to perform administrative and substantive research and analytical support services as well as agency-wide monitoring and evaluation support services relative to the specific programmatic regions in which USTDA operates. The contractor’s staffing plan may include personnel working remotely full-time to fulfill the requirements of this contract. However, the contractor shall limit the number of full-time remote staff to no more than 20 percent of the entire workforce proposed to provide services under this contract.
D.1.3. SCOPE OF WORK:
The contractor shall provide qualified personnel necessary to perform the specific and generic tasks as outlined in the below scope of work. The contractor shall appropriately staff the contract to successfully meet the following requirements.
D.1.3.1. WORLDWIDE (GLOBAL) AND REGIONAL ACTIVITIES:
D.1.3.1.1. Research/Analysis/Report Writing – The following is a description for the Research/Analysis/Report Writing requirement. The information and data necessary to complete these tasks are derived from a variety of sources, including internal and external databases.
• Perform research on economic development indicators and market trends in key priority sectors including, but not limited to, energy/clean energy (e.g., electricity generation, transmission and distribution, grid design and management, energy efficiency, energy sector methane abatement, carbon management) transportation, digital infrastructure, healthcare/healthcare infrastructure, and climate sustainability (adaptation and mitigation) across five programmatic regions as needed;
• Perform research on trade, technical and economic trends in a specific region, including research associated with the development of industry/sector-specific reverse trade missions, business briefings, conferences and definitional missions;
• Conduct country and industry research on potential new infrastructure projects;
• Provide services with respect to research and preparation of project documentation, such as action memoranda, grant agreements and their annexes, scopes of work for desk studies, definitional missions or reverse trade missions, requests for proposal (“RFP”) packages for feasibility studies (“FS”), other grant activities, and associated SAM.gov announcements;
• Provide services with respect to the review, for completeness in conformity with contract terms, of invoices and reports submitted to USTDA, including desk studies, definitional missions and reverse trade mission reports;
• Track progress of ongoing Technical Assistance (“TA”) or FS activities for the purpose of recommending changes in strategy or approach to regional team member(s) that can improve the effectiveness of an FS or TA prior to completion of the activity;
• Monitor responsiveness of USTDA-funded activity to the Grantee’s needs during the pendency of a specific project;
• Analyze project status data and prepare project status reports, as needed;
• Provide services with respect to the monitoring of past and ongoing activities, including preparation of activity or project progress or implementation reports;
• Provide services in support of project management and provide pertinent project data for use by the Agency, including updating relevant databases and trackers;
• Compile data on the regional project activities and Agency budgetary resources;
• Collect and sort project and sector-specific data to be used by the Agency in its report to the Foreign Assistance Dashboard, the Office of Management and Budget, the Organization for Economic Cooperation and Development, the Government Accountability Office (“GAO”), and other organizations and parts of the U.S.
government, as required. While ad hoc in nature and frequency, this data collection requirement takes significant time/resources to complete due to the multiplicity of USTDA’s internal databases;
• Analyze U.S. companies’ foreign competition in various industries, and conduct research on USTDA’s foreign counterparts and their project activities; and
• Provide deliverables, including a series of interim subject-matter reports that describe the results of the above-mentioned research; analyses of program activities; and recommendations. The deliverables may also take the form of information, advice, opinions, alternatives, analysis, evaluations, recommendations and other oral or written work products.
D.1.3.1.2. Administrative – USTDA hosts approximately 30-40 events a year, for which assistance with business briefings and other program-related events are required. Letters of correspondence for all delegates and speakers participating in these events are also required. The number of delegates and speakers for each event ranges from 6 to 40 people per reverse trade mission or study tour and considerably more for conferences or workshops. Assistance is also required for the preparation and assembly of briefing books to support domestic and international travel of USTDA’s Director and other senior agency officials. Assistance is required for formatting and assembling briefing books for any trips taken within a calendar year. For purpose of understanding this requirement, the Contractor should have the staffing resources to support 12-14 Director-level/Senior-level trips per year to various destinations across the globe.
The following is a description of the administrative requirement:
• Preparation of letters and various forms of correspondence in support of USTDA’s role in various events;
• Preparation and assembly of internal briefing books for the Director and other senior management officials;
• Editing and compilation of reports, plans and other documents;
• Manipulation of data compiled in Excel; production of charts, pivot tables, and other graphic depictions of data contained in Excel; and
• Assistance with business briefings and other program-related events hosted in USTDA’s business center. In some cases, preparation of name tags, registration rosters, or other event management assistance may be required.
USTDA receives special funding to support specific U.S. government initiatives for which money is transferred to the Agency to support such initiatives. This funding is used to provide project preparation assistance under these initiatives for which USTDA requires the above referenced support services to properly administer those projects/funding requirements. For the purposes of fulfilling the services required under this scope of work, the contractor shall provide at least one analyst to support the Digital Transformation in Africa initiative (the “DTA Analyst”) as well as a minimum of two analysts to support the Power Africa initiative (“Power Africa Analysts”). The DTA and Power Africa analysts positions shall remain viable throughout the performance period of the contract (base plus option periods) subject to the availability of funds, D.1.3.2. AGENCY-WIDE ACTIVITIES:
D.1.3.2.1. Monitoring and Evaluation (M&E) – USTDA completes (closes out prior grant obligations) approximately 40-60 grant activities a year either by reviewing final report deliverables per grant agreement terms or closes them out prior to grant funding expiration/completion. The M&E Office works with contractors and grantees to review work products, check compliance with the terms of an agreement, and communicate Agency actions and settlements to parties to reach equitable agreement or seek funding repayment. The close-out-stage compliance review of these complex deliverables takes approximately 1 to 3 days.
Each final report may require multiple resubmissions prior to closeout, and reviews for resubmitted final reports each take approximately 0.5 to 1 day. The M&E Office also manages the Agency’s success fee reporting program, which involves tracking submission and reviewing approximately 60-80 success fee reports each year. Review of each success fee report takes approximately 1 hour. The M&E Office also manages the Agency’s grant audit program, which involves gathering and analyzing data, input, and materials as well as supporting the audit process.
Additionally, the M&E Office internally evaluates approximately 45-60 feasibility study and technical assistance projects a year. The outcome evaluation includes reviewing the final report on file, reviewing other internal documents and contacting between 2 and 5 organizations…
