Additional Question omitted from Amendment 00002.
Amendment 00003 – Question and Response to Regional Latin America and Caribbean:
Definitional Mission for Water and Environment Sector Opportunities – Solicitation Number:
1131PL23RDM51155
Section D.1.2 Scope of Work, Foreign Language Proficiency states: “the Contractor shall demonstrate ability to fully perform the work descried in this PWS through the use of translation and interpretation services as the Contractor deems necessary, and to the satisfaction of USTDA.” In Attachment III, it is stated that “Contractor and U.S.
subcontractor employees used shall be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States.”
To provide greater value for money to the U.S. Government, if translation and interpretation services are required for this assignment, can these services be provided by Contractor employees who are native (ILR 5 equivalent) Spanish or Portuguese speakers and are neither U.S. citizens nor permanent residents of the U.S.?
Answer #11: Please Read the Performance Work Statement Page 20 of 56 - Section:
D.1.6.4. HOST COUNTRY TRAVEL
The Commercial or Economic Section staff may be able to assist the Contractor in arranging some initial meetings with host country officials. The Contractor is also responsible for arranging its own logistics for the visit (e.g. lodging, transportation, interpretation services, etc.). In some instances, the USTDA Contractor may find it useful to purchase the Gold Key or Business Facilitation Services offered at the U.S. Embassy or Consulate. In some cases, the Contractor may need to contract with a local entity to assist with trip logistics and/or for interpretation services. However, substantive technical work may not be subcontracted to local entities.
