Questions and Answers (BOLD)

Amendment 0001 –

1. Can USTDA clarify the stage of work that will necessitate Host Country Travel (p.20, D.1.6.4)?

Answer #1: As stated in the PWS, the Definitional Mission includes optional travel at USTDA’s discretion. Depending on the needs identified by the LAC Regional Team, the Contractor may travel on up to six visits to LAC countries in order to identify near-term projects for USTDA funding consideration, conduct market research, and meet with relevant key stakeholders. The stage of work that necessitates Host Country Travel will be at USTDA’s discretion.

2. Per D.1.2 Scope of Work, paragraph 2 on page 15, USTDA asks for “up to twenty

(20) proposals for feasibility studies, technical assistance, or pilot projects in the Latin America and Caribbean (“LAC”) water and environment sector”. On Attachment III, the SF 1449, the pricing is for 15 Preliminary Reports. Please clarify the number of preliminary reports required.

Answer #2: USTDA confirms that the correct number of initial project assessments to be conducted as part of this definitional mission is up to 20. As stated in the PWS, the Contractor shall review and provide initial project assessments (“Project Assessments”) for up to twenty (20) proposals for feasibility studies, technical assistance, or pilot projects in the Latin America and Caribbean water and environment sector.

3. D.1.2 Scope of Work, paragraph 4 on page 15, describes the requirements for a Project Assessment. On Attachment III, the SF 1449, there is no mention of a Project Assessment, only a Preliminary Report. Please clarify is a Project Assessment is the same as a Preliminary Report.

Answer #3: A Project Assessment is the same as a Preliminary Report. (Please see Amendment 0001 – Revised Attachment III the SF 1449)

4. Per D.1.6.1 Non- Disclosure Agreement and Kickoff, page 19, the selected contractor is required to “Meet or have a conference call with the LAC Regional Team to discuss the definitional mission and “After reviewing these materials [provided at the meeting], contact the assigned COR to discuss initial observations and raise any questions or concerns about the proposal and the Project”. Would USTDA please provide more information on the estimated level of effort, outputs required, and timeframes so that Offerors have enough information to permit realistic estimates as required by FAR 16.202-2 Application (c) and (d) for the use of a firm-fixed-price contract type. USTDA has not included these meetings in D.1.7 Deliverables, or an Item No. and Payment Schedule in the SF 1449 so could USTDA please clarify the deliverable from this meeting and how the contractor will be paid for this deliverable. Would USTDA consider adding this to the Items in the SF 1449?

Answer #4: Please see Section D.1.7. of the PWS for deliverables required under this definitional mission. The kickoff meeting with USTDA is estimated to last approximately one hour and no written deliverable are associated with this requirement.

5. Per D.1.2. Scope of Work, page 15, “The Contractor shall proactively conduct business development efforts to help identify water and environment project opportunities in the LAC region, including opportunities that support strategic initiatives such as the Partnership for Global Infrastructure and Investment, the President’s Emergency Plan for Adaptation and Resilience, and the U.S.-Caribbean Partnership to Address the Climate Crisis 2030.” Would USTDA please provide more information on the estimated level of effort, outputs required, and timeframes so that Offerors have enough information to permit realistic estimates as required by FAR 16.202-2 Application (c) and (d) for the use of a firm-fixed-price contract type. Furthermore, would USTDA please define what deliverable (Preliminary Report, Full Project Report, or Final Report) this portion of the scope of work is related to, or, if this is not part of a current deliverable, will USTDA add to D.1.7 Deliverables and Item No. and Payment Schedule in the SF 1449? If the deliverable is not easily defined, would USTDA consider a Labor Hour or Firm-Fixed-Price, level-of-effort term Item as they are suitable for investigations and studies.

Answer #5: Offerors are encouraged to use the payment schedule in the SF 1449 as a guideline when formulating price proposals. Offerors may propose the labor mix they best see fit for completing the work in the PWS. Section D.1.15. in the PWS includes a suggested labor mix that can be used to estimate the level of effort required to complete the work.

6. D.1.15 Estimated Workload includes 105 days for Project Reports. Does this estimated labor include travel? If so, the estimated labor seems low as the level of labor per report is 5.25 days (based on 20 reports) and that does not include enough time for travel to meet with prospective grantees and other relevant stakeholders from the relevant sector as well as report writing. The amount of travel labor is not clearly defined at this time and reasonable estimates of its cost impact cannot be made thus is not suitable for a firm-fixed-price contract per FAR 16.202-2 Application (c) and (d). Would USTDA consider a Labor Hour or Firm-Fixed-Price, level-of-effort term Item for travel labor as the amount of travel is not clearly defined at this time and those contract types are suitable for investigations and studies.

Answer #6: Offerors are encouraged to use the payment schedule in the SF 1449 as a guideline when formulating price proposals. Offerors may propose the labor mix they best see fit for completing the work in the PWS. Section D.1.15. in the PWS includes a suggested labor mix that can be used to estimate the level of effort required to complete the work.

7. Can USTDA confirm that no travel is anticipated between the time that the contractor receives the proposal and the time that the Project Assessment is due to USTDA?

Answer #7: Depending on the needs identified by the LAC Regional Team, travel timelines will be determined at USTDA’s discretion.

8. Can USTDA clarify if the Final Report is strictly a compilation of the Full Project Reports? Are there additional steps or additional components that will need to be added to create the Final Report?

Answer #8: As outlined in Section D.1.7.2. of the PWS, the Contractor shall submit a Final Report that includes the following:

(a) All projects reviewed during the course of the mission;

(b) All Project Reports, including the TOR and budgets the Contractor has developed in coordination with the Project Sponsor and U.S. firm for each project;

(c) Summaries of all meetings held in the U.S. and overseas for each Project Report;

(d) List of all persons attending the meetings and their contact information for each Project Report; and

(e) A brief explanation for any activity(ies) or project(s) that were reviewed and were not recommended for USTDA funding.

9. Can USTDA clarify if non-US citizens employees (green card holders or employees in other countries) or consultants of the contractor are able to work on this contract.

Answer #9: In accordance with USTDA’s nationality requirements and as outlined in Attachment III of the PWS, “Award is limited to U.S. firms or U.S.

individuals. Contractor and U.S. subcontractor employees used shall be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States. Contractor use of subcontractors is limited to less than fifty percent of the proposed price.”

10. Should we provide pricing PER activities such as $100 per “Project Assessment” and $50 per “Project Report” – essentially a la carte? OR, should we price with the total number of activities for each entire project with the “up to” assumptions? OR, is there another format preferred?

Answer #10: Yes, Prefer Pricing per activity (Per Unit and Unit Price) and Price with the total number of activities for each entire project with the assumptions (Quantity with Full Amount). (Example: Please see second Page of Attachment SF 1449 in the solicitation payment schedule providing the CLINS on how payments will be calculated)
