Amendment 0003

November 19, 2021

SUBJ: Questions and Answers from Pre-proposal Conference

1. What do you mean by size standard of $16.5M?

Federal Agencies use the North American Industry Classification System (NAICS) codes to determine company size. Each NAICS code has different size standards, which can either based on number of employees or annual receipts. In the case of the NAICS Code for this requirement, the size standard is based on annual receipts of $16.5 Million per year or less.

For more information, please reach out to the SBA.

2. What are the chances of new vendors being selected and are there any considerations for size of firm and years of experience?

All proposals will be evaluated against the established Evaluation Criteria, whether the contractor is established or is a new contractor.

3. USTDA has limited Past Performance to 5 years, which has always been a standard requirement; however, in light of the global lock downs of the past 2 years, very little, if any, business has been conducted, particularly events, conferences, and RTMs. Would USTDA consider extending the Past Performance period to 7-10 years?

The standard required per the Federal Acquisition Regulations (FAR) is three years.

However due to the pandemic we extended the requirement to 5 years.

4. Section E.2.8, A, 1, i requires bidders to have experience arranging and holding conferences with attendance levels between 100-500 attendees. Nearly all USTDA RTMs involve Business Briefings for which attendance requirements are generally 20-50 people. Please clarify if the requirement for 100-500 attendees is only for conferences and not Briefings or other events? Many thanks.

The requirement for conferences is 100-500 attendees.

5. How frequently are contractors expected to travel to the business centers?

Most Reverse Trade Missions/Study Tours will require a trip to Washington DC to USTDA’s Headquarters to hold a briefing in USTDA’s Business Center. If it is required, it will be stated in the Task Order Request.

6. Regarding funder contact information for the 12 examples we need to provide of previous activities, if the specific contact is no longer at the funding agency, can we provide general contact information for the agency itself?

If there is a record in CPARS, that can be used for past performance purposes. Also, if the specific contact is no longer with that entity, any associate with that entity who is familiar with the requirement and the contractor performance on that requirement may be contacted.

7. Do the three past performance references need to be for work conducted only under (sub)contracts, or can they be for work performed under other mechanisms (such as grants or cooperative agreements)?

Yes. The past performance should be relevant to the requirement in the last five years with similar size, scope and complexity.

8. Can some of the three past performance references be former or current USTDA staff?

Yes.

9. Will the contractor use USTDA's Zoom or other virtual system or do we use our own to connect with the customers?

This varies but is usually specified at the Task Order Level.

10. Given that the agendas for many of the conferences/events are several pages, can their inclusion be omitted from the official page count?

11. Will successful contractors be giving a listing of small businesses that respond to this

RFP?

All successful offerors will be publicly listed on SAM.GOV. We will discuss a mechanism of listing the successful offerors at a later date.

12. Would marketing/advertising tasks be separated task orders from the event activation task orders OR are they combined task orders? If combined, is it possible to have marketing items separated?

No, all marketing for a requirement is considered part of the task order. We have not separated marketing from our task orders in the past as this a standard business practice.

13. Does USTDA directly manage the foreign delegation selection for RTMS, or is this the responsibility of the contractor?

Please refer to section A3 of the IQC Manual.

14. What is the selection method? What is the ratio between Technical and Cost Proposal?

Section E of the solicitation provides this information.

15. Is international past performance experience a must?

Do not let the lack of International Experience discourage you from applying.

16. What are the major virtual platforms that you have used for more complex programs?

We cannot endorse a specific platform. You can use platforms that are specific to USTDA’s needs and will be listed in our Task Orders.

17. How is the air travel handled for these movements?

The Contractor is responsible for arranging all air travel for events as specified in the individual Task Order. Please reference the IQC Manual for general travel requirements.

See also Section B.5.1 labor category for Travel Coordinator.

18. Would the government consider allowing CPARS to be submitted as an alternative to PPQ if they are available for past performance reference contracts?

Yes. If a CPARS for a specific project is completed, then a past performance questionnaire is not necessary.

19. Can you please confirm if non-profits under the $16.5M threshold previously outlined could be considered a small business?

You can self-certify if you meet the qualifications on SAM.gov. In addition, please reach out to SBA regarding the small business threshold for non-profits.

20. Can contracts that have not yet officially closed (but have been implemented) be included as examples for the technical proposal?

21. Can you give us a list of current contractors?

Yes, we will provide this information.

22. Are previous successful offerer information listed on SAM.gov?

Yes, if not accessible, we will provide this information. See question 21.
