2. Develop terms of reference and budgets for at least seven (7) activities for USTDA funding consideration.
o If Contractor is having difficulty meeting this requirement, the Contractor must discuss the findings of the mission with the Contracting Officer’s Representative (COR) in advance of writing the draft Final Report.
o The Contractor shall obtain the COR’s written approval before developing any activity beyond the minimum one per country.
3. Provide supporting analysis for the recommendation on the activity in a final report (“Final Report”) that analyzes all the relevant issues.
4. In addition, the Contractor shall assess the potential of the relevant market sector in the host country for U.S. suppliers of goods and services in the Final Report.
5. The DM Contractor shall include the individual Preliminary Assessments and Project Reports as annexes in the Final Report.
Regional MENA-EE: Definitional Mission: Clean Energy and Climate Resilient Infrastructure Opportunities
The Contractor will not be paid for reports that are not approved or completed.
The actual number of deliverables/reports against this contract is dependent on the success of the Definitional Mission and availability of projects. Therefore, not all deliverables may be required or be possible and the figures provided for the Project Reports are not-to-exceed ceiling figures and not actual figures. The Contractor shall only invoice for work/deliverables actually completed. Any unexpended funds will be de-obligated from the contract at close-out.
D.1.3. USTDA FUNDING CRITERIA
The Contractor’s recommendations shall be based upon USTDA funding criteria, which are that the Project(s) must:
a) Be likely to receive implementation financing;
b) Have a procurement process that provides “equal access” to U.S. companies;
c) Represent an opportunity for sales of U.S. goods and services that is many times greater than the initial investment of USTDA assistance;
d) Be a development priority of the Project Sponsor and host country where the Project is located and have the endorsement of the U.S. Embassy in that host country; and
e) Involve U.S. companies that are facing market entry problems and/or strong competition from foreign companies which often receive subsidies and other support from their governments.
To execute this requirement, the Contractor shall:
(1) Meet, virtually or in person, with USTDA’s Regional Team to discuss the DM;
(2) Meet with U.S. companies interested in clean energy and climate-smart infrastructure in MENA-EE countries including Egypt, Turkey, Jordan and other MENA-EE countries as directed by the Regional Team;

Foreign Language Proficiency
The Offeror shall have at least one (1) employee proficient (i.e. speaking and reading) in Arabic at the advanced professional proficiency level (Level 4) (as defined by the U.S. Department of State) (i.e., for speaking: able to use the language fluently and accurately on all levels; and for reading: nearly native ability to read and understand extremely difficult or abstract prose).
The Offeror may satisfy these requirements through the use of interpreters with appropriate experience in healthcare projects development. Proficiency in French of one or more employees is desirable, but not required.
D.1.4. CLIMATE RESILIENCE SCREENING
Per Executive Order (EO) 13677, USTDA is required to consider climate resilience in its international development work. The Agency has determined that in order to be compliant with the EO, climate resilience screenings must be conducted at the project scoping stage for all feasibility studies (FS) and technical assistance (TA) activities. Accordingly, the Contractor shall conduct a climate resilience screening utilizing the guidance provided in Attachment VII.
D.1.5. PROJECT PROFILE
On January 27, 2021, the Biden-Harris Administration released the Executive Order on Tackling the Climate Crisis at Home and Abroad (“EO”), outlining priorities and directing the United States to work with other countries and partners to put the world on a sustainable climate pathway, as well as to build resilience, both at home and abroad, against the impacts of climate change. Within the EO, USTDA was specifically named as an agency that may “assist developing countries in implementing ambitious emissions reduction measures, protecting critical ecosystems, building resilience against the impacts of climate change, and promoting the flow of capital toward climate-aligned investments and away from high-carbon investments.”
Pursuant to this EO, USTDA established the Global Partnership for Climate-Smart Infrastructure (“Global Climate Partnership”), which President Biden officially launched on April 23, 2021 at the Leaders’ Summit on Climate. The Global Climate Partnership aims to connect U.S. industry to major energy and transportation infrastructure investments in emerging markets. This
Regional MENA-EE: Definitional Mission: Clean Energy and Climate Resilient Infrastructure Opportunities initiative will support the rebuilding of the U.S. middle class through the export of U.S.-manufactured goods and services, while enhancing economic recovery through climate-resilient infrastructure development for our partners and allies around the world. The Global Climate Partnership will leverage USTDA’s project preparation and partnership-building tools to support the use of U.S. technologies and services in overseas climate-smart infrastructure projects. As one of the first actions through the Global Climate Partnership, USTDA issued a call for proposals (“Climate CFP”) through the end of August 2021. The Climate CFP invites U.S.
companies and overseas project sponsors to submit initial concept papers for climate-smart energy and transportation projects. The proposed DM would be expected to support review of proposals that come to the Regional Team through the Climate CFP in addition to projects that are identified by the DM or come directly to the Regional Team through other partners.
The selected Contractor would evaluate projects across the energy and power value chain, including renewable power generation, energy efficiency and transmission, smart grid, energy storage, biomass energy, thermal power generation, carbon capture and flaring technology.
Other potential projects for review include climate-smart opportunities in ICT (particularly with respect to cybersecurity and management of power and electrical grids) and transportation projects focused on emissions reduction and decreased use of fossil fuels.
Although the Region has several economies that are heavily focused on the petroleum industry, such as Egypt and Algeria, the Regional Team has seen a recent uptick in interest in clean energy projects. Going forward, we aim to build off of recent projects in the region, for example, an ongoing Virtual Power Plant Feasibility Study in Jordan which followed the successful Shams Ma’an Solar PV Power Plant that USTDA supported in 2010.
