Questions and Answers (BOLD)
Q1. Are the ten (10) proposal referenced below of equal page count(s) (document size) or different page counts/page volume?
The DM would conduct initial reviews of up to ten (10) proposals for feasibility studies, technical assistance or pilot projects and would fully develop funding recommendations, terms of reference, and final budgets for up to seven (7) activities for USTDA consideration.
A1. The proposals submitted to USTDA and the selected contractor would vary in page count, depending on the project and the information provided by the potential grantee or U.S. company proposing each project. Each deliverable delivered by the selected contractor prior to the Final Report (Initial Assessment, Project Report) will vary in terms of length and page count. All factors outlined under the PWS with respect to deliverables must be met for the deliverable to be considered complete. The length of the Final Report is also not prescribed; each deliverable must meet USTDA’s requirements as outlined in the PWS, section D.1.7.1.3.
Q2. With the pandemic surging again globally, and in efforts to “stop the spread”, is international travel (travel) mandatory for this SOW?
A2. As indicated in the PWS, travel for this activity is optional. All potential travel to the region must be discussed with USTDA prior to commencing travel.
Q3. Are all employees required to be physically located in USA or can (some) employees/consultants be based in/near host countries?
A3. All employees must be either U.S. citizens or U.S. green card holders paid by a U.S.
company. They may live outside the United States under certain circumstances.
Q4. Is/will any of the SOW be classified as “CLASSIFIED” in the U.S. or host countries?
A4. The SOW is currently posted on www.beta.sam.gov , which is a public website.

Solicitation Number: 1131PL21RDM21256 Title: Definitional Mission for MENA -EE Region – Clean Energy and Climate Resilient Infrastructure Opportunities
Q5. Irrespective of Executive Orders (EO’s), are there other motivations for this/these reports/projects (DM) in the host countries?
A5. USTDA supports infrastructure development in emerging markets worldwide. We support development and to support U.S. companies in exporting goods and services for use in projects we support. For more information, see - https://ustda.gov/about/
Q6. Are reports required on a rolling scale or lump sum prior to the expiration of the Period of Performance (PoP)?
Unless otherwise agreed to by USTDA, the DM Contractor shall submit all reports under this Contract to the COR at least two months prior to the end of the contract period of performance.
If it is anticipated that Project Report(s) cannot be provided within this timeframe, the Contractor shall immediately contact the COR to discuss the reasons for the delay.
A6. Each final Project Report should be submitted as soon as finalized and approved by the COR.
Q7. The PWS indicates the Project Reports are expected for at least seven (7) activities, and the countries listed in the PWS are Jordan, Egypt, and Turkey. Are there any other countries of specific interest / that may be a part of the DM?
A7. Jordan, Egypt, and Turkey are priority countries for USTDA and we anticipate or have already received potential project information from project sponsors or U.S.
companies in these countries. We may receive proposals or queries from project sponsors or U.S. companies regarding opportunities in other countries in the MENA-EE region, for example, Algeria, Morocco, Tunisia, Romania, or Iraq.
All Else Remain Unchanged.
