PERFORMANCE WORK STATEMENT
D.1 OVERVIEW
USTDA requires technical services under this non-personal services contract to support its training programs for acquisition/procurement professionals in emerging economies under the Global Procurement Initiative: Understanding Best Value (GPI). The Contractor shall be familiar with the processes and best practices for conducting transportation acquisitions at the U.S. federal and/or state level and shall be able to speak to market research for transportation projects, use of non-price criteria as evaluation factors in transportation projects, e-procurement, public-private partnerships, “green” procurement, climate adaptation and mitigation in transportation procurement and other considerations for implementing more climate resilient transportation investments, as well as other transportation acquisition topics. Teaching experience or strong presentation skills, and familiarity with best value procurement in transportation projects at the federal, state (or local) level(s) is preferred. Experience working in the government in transportation procurement as well as working with a transportation company bidding on government (i.e. private sector experience) solicitations/tenders is preferred. Experience working with foreign (non-U.S.) representatives and intercultural understanding is required.
D. 2 SCOPE OF WORK
The Contractor shall train foreign delegations on the importance of acquisition planning and understanding the whole-life costs of investments in the transportation sector as well as incorporating “green” technology and climate adaptation/mitigation factors into the acquisition process. The objective of the training provided by the Contractor is to help the participants understand how to conduct life cycle cost analyses and develop objective evaluation criteria to transparently and fairly assess value in large-scale transportation infrastructure solicitations/tenders; in essence, providing technical training on sector-specific best practices and methodologies needed to move away from least cost procurement methods to more value-based procurement methods. These trainings can take place as ad hoc trainings both in-person and virtually, overseas workshops, or domestic study tours, as directed by USTDA. The Contractor shall design, prepare, and execute customized training curriculum and relevant training materials for each training session and provide technical support as outlined in this Performance Work Statement (PWS). USTDA will furnish public reports from applicable USTDA-funded feasibility study and technical assistance activities so trainings can be appropriately tailored. USTDA encourages the Contractor to use USTDA examples as case studies in the training curricula where appropriate.
The Contractor shall also provide their expertise for follow-on activities for GPI partner countries when deemed appropriate by USTDA on a case-by-case basis. Follow-on activities provide technical training, consultation, and advisory services to GPI partners with the aim of strengthening procurement processes and practices, including to assist with processes and practices for procurements of transportation infrastructure and services. The Contractor shall be able to provide general guidance for the planning and execution of procurements and tenders, however the Contractor would not provide assistance or advisory services in relation to any specific procurements or tenders.
Such technical assistance would depend on the particular needs of applicable countries and entities, and may include, without limitation, training and/or advising on some or all of the following topics:
• Acquisition planning and market research
• Recommending acquisition processes, including best practices in transportation procurements
• Providing general guidance and advising on the development of technical specifications and tender documents using LCCA and value-based evaluation criteria
• Recommending contract management best practices for transportation procurements

• Providing guidance on drafting standardized bidding documents
• Recommended best value evaluation approach and evaluation criteria (akin to Section M of the
FAR format)
• Recommended proposal instructions (akin to Section L format)
• Recommended pricing instructions (akin to Section B format)
• Recommended pertinent special terms and conditions if needed (akin to Section H clauses)
• Other similar topics relating to strengthening procurement processes and/or practices
The Contractor shall maintain the confidentiality of any confidential information received as part of providing such assistance. The Contractor’s services and advice to host country entities must promote international best practices and not promote the goods or services of any particular country.
Upon the request of USTDA, the Contractor shall also provide advisory services and research analysis to USTDA and the GPI upon request in the following (but not limited to) topics: U.S.
market opportunities and competition in low-carbon transportation, climate adaptation and mitigation in the procurement of transportation, transport and environment indicators, implementation of more climate resilient transportation investments, case-studies in transportation procurement, review of regulations and legal framework within transportation procurement, etc.
