Amendment 0001 (A0001)

Questions (BOLD) and Answers

1. Can USTDA please confirm the contract type is Time and Materials?

Answer: No. It is a Firm Fixed Price and Cost-reimbursable contract.

2. Can USTDA share whether there is a target range for the dollar value or the total expected LOE of this procurement?

Answer: USTDA does not provide the independent government cost estimate. Instead, we encourage offerors to provide their best estimates of the cost to provide the services as stipulated in the RFP and we will determine the best value for the Government.

On page 17 of the RFP it states the following: USTDA envisions that the selected contractor would conduct a total of up to seventeen (17) training events and up to 464 ad hoc advisory hours over the course of the base 12-month period.

A description of the seventeen (17) training events are contained in the statement of work. This constitutes government’s estimated LOE for this requirement.

3. Can USTDA provide more guidance as to whether the contractor is to propose the level of effort, we deem necessary to complete the statement of work?

Answer: Yes, USTDA would like offerors to propose the necessary LOE to complete this statement of work.

On page 17 of the RFP it states the following:

USTDA envisions that the selected contractor would conduct a total of up to seventeen

(17) training events and up to 464 ad hoc advisory hours over the course of the base 12-month period.

A description of the seventeen (17) training events are contained in the statement of work. This constitutes the government’s estimated LOE for this requirement, however the offeror should propose its best estimate to cover the statement of work.

4. Can USTDA please provide more information regarding the “Contingency Fee” under Block 20 of the SF1449?

Answer: The Contingency Fee is allocated to the base year and each option year of the contract in the event that there are unforeseen costs associated with reimbursable costs (travel associated with completing the scope of work) due to unforeseen demand or changes in the market rates, for example.

5. Can USTDA please clarify the direction on page 24. Volume II: Price Proposal:

Offeror(s) shall provide a separate price proposal using the format contained in SF 1449 and Section B.1 of this solicitation? Section B.1 refers to Block 18A of SF1449.

However, Block 18a reflects who will be making the payment.

Answer: Please disregard “and Section B.1.” Section B.1 is for Contract Administration Data. The offeror must prepare a separate price proposal distinct from the technical proposal and must include fully burdened labor rates for all specialists proposed to fulfill the scope of work along with estimated reimbursables to cover the trainings as specified in the RFP.

6. Does USTDA want the contractor to propose Labor Categories with Fully Burdened Rates and the LOE for each task of the SOW?

Answer: USTDA would like the contractor to propose Fully Burdened Rates and LOE for “a total of up to seventeen (17) training events and up to 464 ad hoc advisory hours over the course of the base 12-month period.” The training events are described in the

SOW.

7. Does USTDA want to see a detailed break out of all Other Direct Costs?

Answer: Yes.

8. Would USTDA kindly extend the submission date to August 6, 2021 to allow offerors time to adjust their proposals in line with USTDA’s Q&A response?

Answer: USTDA will be extending the deadline for this solicitation to July 30th, 2021 at 1pm Virginia Time.

9. Would USTDA kindly clarify whether there are any Nationality, Source and Origin provisions applicable for staff, consultants, or subcontractors who work on this assignment?

Award is limited to U.S. firms or U.S. individuals. Contractor and U.S. subcontractor employees used shall be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States. Contractor use of subcontractors is limited to less than fifty percent of the proposed price. International transportation and insurance must have their nationality, source and origin in the United States. Local lodging, food, and transportation in the host country are not subject to this restriction.

10. Can USTDA clarify if there is any geographic focus requirement for proposed staff for this assignment? Is the Contractor expected to propose local staff for some or all of the potential countries mentioned in the RFP?

Answer: There is no geographic focus requirement for proposed staff. The Contractor is not expected to propose local staff for some, or all of the potential countries mentioned in the RFP. The Contractor will be expected to travel to Washington, DC (however, travel to another U.S. city may be required) or the location of the In-Country Workshops to complete sections D.2.1, D.2.2, and D.2.3 of the Performance Work Statement.

11. Can USTDA confirm that the focus of this assignment is acquisition/procurement for projects in the transportation sector only? If yes, are there specific sub-sectors that would be the focus for this activity (e.g. airports, roads, ports).

Answer: Yes, the focus of this assignment is acquisition/procurement for projects in the transportation sector. While there are no particular subsectors highlighted in the RFP, the Contractor will be asked to provide examples of airport, road, rail, and port procurements.

12. In the Sub-Factor 1 of the proposal, is the Contractor expected to list all the trainers and staff who will be providing technical support on the project? As the countries of work have not yet been finalized, will it be possible to amend/update the list of trainers after proposal submission or propose an illustrative roster of individuals instead of providing CVs? Can the Contractor also propose surge support staff, meaning staff or consultants that the Contractor can draw upon on an as needed basis?

Answer: The Contractor is expected to provide a list of key trainers and staff who will providing technical support on the project. However, the Contractor may add staff and/or trainers to the roster of individuals as needed to fulfill particular training requirements under the contract once those needs have been fully defined. Yes, the Contractor may also propose surge support staff.

13. Under Section D.2.5 (Other Technical/Training Support), only the maximum LOE of 464 hours is stated for the base period. Can USTDA confirm if travel may be expected for this ad hoc technical/training support component?

Answer: Travel may be required for some of the training requirements under this contract, however it is not expected that the Contractor would need to travel to perform the ad hoc technical support.

14. Is there an incumbent contractor who is currently providing these transportation procurement specialist services to USTDA?

Answer: Yes. However, the requirements of this solicitation have been modified.
