Solicitation Title: Regional Asia Resource Guide for US Industry for Priority Infrastructure Projects in the Indo-Pacific Region

Solicitation No.: 1131PL20RDM31140A00001

Question and Answers

Q.1. In section D.1.9 Confidentiality, there is the mention of a Public market Report as a deliverable. There is no line item in Form 1449 for such a deliverable and since the sector profiles will be included in the Resource Guide should we assume there is no Public Market Report required?

A.1. Section D.1.9 listed “Public Market Report” in error. “Public Market Report” should read “Resource Guide.”

Q.2. In section D.1.11 Impartiality, There’s a restriction on further involvement of the contractor in follow up activities that are USTDA funded. Since the Profile will be released publically and no non-public information will be made available to the Contractor, why should the Contractor be restricted from follow-on activities?

A.2. As stated in section D.1.11: “It is essential that the DM be conducted with complete impartiality and objectivity and that the Contractor and its Subcontractors not obtain an unfair competitive advantage in USTDA-funded activities resulting from this Contract.”

Restricting the Contractor from follow-on activities helps to ensure impartiality and objectivity in selecting projects for this activity. Further, while the activity will only release publicly available information, it is possible the Contractor may learn non-public information in the development of this activity.

Q.3. Because of possible COVID 19 travel restrictions on U.S. residents to some of these Indo- Pacific countries or restrictions on transfer airports, it may be difficult for U.S. persons to travel to the region in August and September. Will USTDA consider allowing for some host country nationals to participate in the project for information gathering? Relying on video conferencing may take a considerably longer time than the two to three months allowed for the execution of the effort.

A.3. Yes.

Q.4. Is the format for the Resource Guide A4 or letter, or both?

A.4. Both A4 and letter are acceptable formats for the Resource Guide.

Q.5. Will you provide a mobility payment? Percent?

A.5. Payment of 15% of the total fixed-price value of the contract will be paid immediately after the initial kick-off meeting.

Q.6. Most of the host countries have quarantine control restrictions in place which could impact our length of stay in country. Should we include an estimate of an extended stay of 14 quarantined days?

A.6. Respondents should not include an estimate of an extended stay of 14 quarantine days when considering length of stay in country. In the event health restrictions prevent or prohibit travel to countries, electronic communications and meetings will be acceptable in lieu of travel.

Q.7. How many days post award should we provide proof of Defense Base Act (DBA) Insurance and Medical Evacuation Insurance?

A.7. DBA and Medical Evacuation Insurance are “Cost-Reimbursable” travel expense. Therefore, the successful contractor must NOT purchase any of these insurances until its determined that they can travel in performance of the resulting contract.
