SECTION D – ANY CONTRACT DOCUMENTS, EXHIBITS OR ATTACHMENTS

D.1. PERFORMANCE WORK STATEMENT (PWS)

RESOURCE GUIDE FOR U.S. INDUSTRY ON PRIORITY INFRASTRUCTURE PROJECTS

IN THE INDO-PACIFIC REGION

D.1.1. OVERVIEW

The U.S. Trade and Development Agency (USTDA) is a foreign assistance agency that delivers its program commitments through grants and contracts. The projects supported by USTDA activities represent strong and measurable development priorities in the host country and offer opportunities for the sale of U.S. goods and services. Requests for USTDA assistance are made by either public or private sector project sponsors for implementation in developing and middle income countries.

D.1.2. SCOPE OF WORK

USTDA requires services under this non-personal services Definitional Mission (“DM”) to develop a Resource Guide highlighting opportunities for U.S. Companies in India, Thailand, Vietnam, Malaysia, Indonesia, and the Philippines.

The Contractor shall evaluate and highlight projects with the greatest U.S. export and commercial potential in USTDA’s priority sectors of energy, transportation, information communication technology (ICT), healthcare, and agribusiness for 70 project opportunities.

The purpose of the Resource Guide is to:

1. Assess opportunities for U.S. Companies in India, Vietnam, Malaysia, Thailand, Indonesia, and the Philippines for 70 projects in areas including rail, aviation, energy, oil and gas, telecommunications, healthcare, agribusiness, and other sectors as identified by

USTDA;

o It is anticipated the number of Project Profiles per country to be, at a minimum, as follows:

i. India – 25

ii. Thailand – 9

iii. Vietnam – 9

iv. Malaysia – 9

v. Indonesia – 9

vi. The Philippines – 9

2. Provide three to four page sector overviews in the areas of rail, aviation, energy, oil and gas, telecommunications, healthcare, agribusiness, and other sectors as identified by USTDA, highlighting trends in these countries.

o Sector overviews would be focused on USTDA South and Southeast Asia priority countries generally, and not require sector overviews for each individual country.

3. Provide a four to six-page Project Profile for 70 projects to be included in the Resource Guide.

o If Contractor is having difficulty meeting this requirement, the Contractor must discuss the findings of the mission with the Contracting Officer’s Representative (COR) in advance of writing the draft Resource Guide.

o Each Project Profile would include key project information, such as project description, project status and implementation timeline, project cost and financing, U.S. export opportunities, and project sponsor contact information.

4. Provide an overview of U.S. Government resources for U.S. companies in South and Southeast Asia.

o The content of the U.S. Government resource section is to be provided by USTDA, and the Contractor will be responsible for ensuring the content is formatted to be consistent with the entire Resource Guide.

The Contractor will not be paid for a Resource Guide that is not approved or completed and delivered by the deadline.

The actual number of Project Profiles against this contract is dependent on the success of the Definitional Mission and availability of projects. Therefore, not all deliverables may be required or be possible and the quantities provided for the Project Profiles are not-to-exceed quantities and not the actual number. The Contractor shall only invoice for work/deliverables completed. Any unexpended funds will be de-obligated from the contract at close-out.

D.1.3. USTDA FUNDING CRITERIA

The Contractor’s recommendations for Project Profiles shall be based upon the following criteria:

a) Be likely to receive implementation financing;

b) Have a procurement process that provides “equal access” to U.S. companies;

c) Represent an opportunity for sales of U.S. goods and services that is many times greater than the initial investment of USTDA assistance;

d) Be a development priority of the Project Sponsor and host country where the Project is located and have the endorsement of the U.S. Embassy in that host country; and

To execute this requirement, the Contractor shall:

1. Meet or have a conference call with the Indo-Pacific Regional Team to discuss the Resource Guide;

2. Travel to India for approximately ten days, and to Thailand, Malaysia, Vietnam, Indonesia, and the Philippines for approximately four days each to meet with government officials, project sponsors, and financing institutions to obtain details regarding priority energy, transportation, telecommunications, healthcare, and agribusiness projects;

3. Contact and/or meet with relevant U.S. companies to discuss their interests in the identified opportunities; and

4. Develop a resource guide that includes overviews of the transportation, energy, telecommunications, healthcare, and agribusiness sectors in South and Southeast Asia, project profiles of the 70 transportation, energy, telecommunications, healthcare, and agribusiness projects in Indo-Pacific Region that represent the best opportunities for U.S. companies, and an overview of the financing options for projects in the Indo-Pacific Region. The project profiles shall be 4-6 pages each and shall include key information, such as project description, project status and implementation timeline, project cost and financing, U.S. export opportunities, and project sponsor contact information.

D.1.4. CLIMATE RESILIENCE SCREENING

Per Executive Order (EO) 13677, USTDA is required to consider climate resilience in its international development work. The Agency has determined that in order to be compliant with the EO, climate resilience screenings must be conducted at the project scoping stage for all feasibility studies (FS) and technical assistance (TA) activities. As such, a climate resilience screening is not needed for this Resource Guide.

D.1.5. PROJECT PROFILE

The proposed Infrastructure Resource Guide will serve to encapsulate and showcase the opportunities for investment in infrastructure projects in the Indo-Pacific region. The Guide will also directly support the three main initiatives under the U.S. Government’s Indo-Pacific Strategy – the Digital Connectivity and Cybersecurity Partnership (DCCP), Asia Enhancing Development Growth through Energy (Asia EDGE) and Infrastructure Transaction and Assistance Network (ITAN). In order to maximize private sector participation in the further development of projects in the Resource Guide, USTDA intends to announce the Resource Guide at the third annual Indo-Pacific Business Forum (IPBF), the premier U.S.-sponsored business event in the Indo-Pacific region for 2020.

The Indo-Pacific Infrastructure Resource Guide would notify U.S. companies of the emerging commercial and export opportunities in a key market, while also providing USTDA with valuable market intelligence on projects the agency could subsequently support using other tools, such as feasibility studies, technical assistance, or reverse trade missions.

The DM Contractor would travel to several Indo-Pacific countries to identify and evaluate project opportunities in USTDA’s priority sectors of energy, transportation, telecommunications, healthcare, and agribusiness. Infrastructure project opportunities presented by federal and state governments, large urban municipalities and major private sector companies are expected to be featured in the resource guide. The DM Contractor would also analyze the best financing opportunities presented through key multilateral financing institutions (including the ADB and the World Bank) and domestic funding opportunities in the target countries.

The DM Contractor would select a set of 70 projects that represent the most promising opportunities for U.S. exporters for inclusion in the resource guide. The resource guide is anticipated to include rail, aviation, energy, oil and gas, telecommunications, healthcare, and agribusiness opportunities in the Indo-Pacific region. Additionally, the resource guide would include sector overviews, profiles of the selected projects, and an overview of potential financing options. Each project profile would include key project information, such as project description, project status and implementation timeline, project cost and financing, U.S. export opportunities, and project sponsor contact information. The Contractor will print up to 15 high quality copies of the resource guide to be distributed by USTDA at the IPBF and other events.
