About this file
This Request for Bid (RFB) is issued by the Wisconsin Department of Children and Families (DCF) to establish a contract for the purchase of Scholastic children's books. The procurement seeks bids from vendors to supply a curated list of 47 specific book titles with designated ISBNs, with DCF intending to purchase at least 1,000 copies of each title, though actual quantities are dependent on funding availability and book availability at the time of order. Sealed bids must be received by 2:00 PM on November 2, 2017, addressed to the Bureau of Finance, Purchasing at 201 E. Washington Ave., 2nd Floor, Madison, WI 53203. The contract term runs from the date of award through January 31, 2018, with DCF reserving the right to extend beyond this period. All books must be ordered by December 31, 2017, and delivered by January 31, 2018, to the Child Care Information Center at 2109 S Stoughton Road, Madison, WI 53716. The books will be paired with informational materials about the YoungStar program as part of the Race to the Top - Early Learning Challenge grant initiative.
Bidders must provide a single percentage discount off list pricing for all books, with the award made to the bidder offering the highest discount. Bid prices must be firm for the entire contract term and include all delivery, unloading, insurance, and freight charges on a free-on-board (FOB) destination basis with no additional shipping charges permitted. Mandatory bidder qualifications include three years of experience in children's book distribution, three current references from comparable-sized institutions, and the ability to replace missing or damaged items within 30 days or provide credit/refund. All services, including order fulfillment, must be performed in the United States. Wisconsin-certified Minority Business Enterprises may receive a 5% preference in bid evaluation, and bidders are encouraged to utilize MBE subcontractors and second-tier suppliers. Bidders claiming minority business or disabled veteran-owned business preference must be certified by the Wisconsin Supplier Diversity Program. The state qualifies for governmental and educational discounts, which must be reflected in quoted unit prices.
