About this file

This addendum to Request for Bid No. 437002-M18-00011130 is issued by the Wisconsin Department of Children and Families for the procurement of Scholastic children's books. The bid response deadline is November 2, 2017 at 2:00 PM. Books procured through this bid will be distributed to children and families for home libraries rather than retained in classroom settings. All ordered materials will be shipped to a single location with loading dock access. The addendum addresses bidder questions regarding ISBN requirements, book availability, and shipping logistics.

The critical revision outlined in this addendum modifies the method of award from the original bid language. Awards will be made on a line-by-line basis for each book title independently, with the bidder offering the lowest net price—calculated by subtracting the percentage discount from list price—receiving the award for that specific title. This structure allows multiple vendors to receive partial awards for different book titles. Bidders may substitute equivalent books from alternate publishers if Scholastic-restricted versions are unavailable, provided they identify the displacement and supply the alternate ISBN and list price while maintaining the same percentage discount across all items bid. In the event of tie bids, preference is given to bidders capable of supplying the largest quantity for the book title in question, with further ties resolved according to Wisconsin State Procurement Manual section PRO-C-24.

State of Wisconsin ADDENDUM NO.: 1 Department of Children and Families

REQUEST FOR BID NO.: 437002-M18-00011130

Form DOA-3098 (R10/2005) DATE DUE: November 2, 2017 by 2:00 PM

DATE: October 19, 2017

COMMODITY

OR SERVICE: Scholastic Books

REVISION: Response to bidder questions received.

IMPORTANT NOTIFICATION - CHANGE TO METHOD OF AWARD

The language in Section 9. Method of Award is being replaced with the following:

Award(s) shall be made based on the net price for each book on a line-by-line basis. Net price shall be calculated based on subtracting the calculated amount of the percentage discount from List Price. The bidder with the lowest net price shall be awarded the book title. Each book title will be awarded independently of another. The result could be that multiple vendors will receive partial awards. In the event of a tie bid for any book title, two or more bidders having the same net price, preference will be given to bidders that can supply the largest quantity for that book. Should those be equal, the award shall be made pursuant to Wisconsin State Procurement Manual section PRO-C-24 governing Tie Bids.

CHILDREN AND FAMILIES PAGE 2 OF 2

1. Question: Are the books for this bid going to be kept in the classroom?

Answer: No, these books will be distributed to children/families.

2. Question: Are the books going to be sent home for children to keep in their home library?

Answer: Yes

3. Question: Are the ISBNs listed in Attachment F absolutely required for this Bid? The only reason we ask is because Scholastic Publishing restricts certain versions of titles from the retail market and only sells those materials directly to schools (EX: From Head to Toe, ISBN is 9780439163026) We would be able to supply this title under a different ISBN (9780694013012) from it's originating publisher (Harper Collins) but would like to know if that would render our submission null and void or put us at a disadvantage in the bid process.

Answer: Providing the equivalent book under a different publisher is acceptable. If you are going to do that, you must identify on Attachment F-Children’s Book Availability, which items are being displaced, and provide the title and ISBN of the alternate publisher’s book, along with the list price for that book. You must still bid a the same percentage discount off list price for all books bid, regardless of publisher.

4. Question: If a title is out of print, out of stock, or trade/retail restricted, how should we mark that on the bid form?

Answer: Indicate on Attachment F-Children’s Book Availability, in the Available Quantity column if it is out of print, out of stock, or trade/retail restricted.

5. Question: For shipping, how many locations would these materials be going to?

Answer: All books ordered will be going to a single ship to location, the address provided in Section 8. F.O.B.

Destination.

6. Question: For shipping, does the delivery location or locations have a loading dock?

Answer: Yes.

7. Question: Where will the information for Q&As for this bid be listed?

Answer: The response will be in the form of this addendum and posted to the Vendornet Bid Announcement.
