About this file
This document contains the Questions and Answers for Solicitation 12970224Q0076. The solicitation is for a stand-alone contract, not a Blanket Purchase Agreement (BPA) call. It is a firm fixed-price contract with a period of performance that crosses fiscal years, which will be fully funded at the time of award. The contractor will be required to travel to the field to meet with Forest Service staff as needed, typically once a week or twice a week, depending on the project schedule. Travel expenses will not be reimbursed. There are no security clearance requirements for contractor personnel. The contract has an overall hour limit, but no weekly hour restriction, as long as the contractor can meet the project manager duties to the required standards. The place of performance allows remote or offsite work, with a requirement to report to a Forest Service office for 5 hours per month.

Solicitation 12970224Q0076 Questions and Answers
1. What type of contract is going to be awarded? Is it a firm fixed price contract or a labor hour contract?
FFP
2. How is the government going to fund this opportunity since the project has a period of performance that crosses fiscal years (72 months). Will the project be fully funded at the time of award?
Yes
3. Performance evaluation criteria (002) document states that the evaluation criteria will be used on BPA calls? Can the government confirm this project will be awarded as a BPA ?
It will not be on a BPA, the BPA verbiage was a typo. This is a stand-alone contact.
4. In the required task and deliverables document the Gov request (storytelling) which entails scheduling and coordinating time to go out into the field and meet with the forest staff. How many times is the vendor required to go out into the field? How often?
They are required to go out into the field as the project work schedule dictates. Rivers and Mountains Conservancy (RMC) has their own requirements for quality control which will be delivered to the candidate upon selection. If there are 5 projects that they are managing that have different completion date, pace and schedule then they will go out as needed. Once a week. Twice a week. Once every other week. It depends on when a project needs to be checked based on production, wearher etc. Short answer is “as needed”.
5. If travel is required, what are the parameters for travel as it relates to travel expense? Will the government reimburse the vendor for all travel to include hours expended by vendor traveling to and from location, G&A and profit?
No
6. Personal Identification verification of contractor employees- what is the minimum requirement as it relates background checks and or need for security clearance?
Clause 52.204-9 Personal Identity Verification of Contractor Personnel is not required and will be removed.
7. How does the vendor go into the field to meet with staff? Will the gov. provide transportation and if so who what level of liability or insurance must the vendor carry.
The candidate is responsible for their own transportation
8. In the deliverables section of the PWS the gov states "Need this person to work up to 5 hours/week, but bill only according to work performed”. This is restrictive since some of the deliverables can’t be provided in 5 hours or less, specifically if the vendor must coordinate to go out to field and meet with staff. Please advise if the gov is limiting work hours to 5 per week and if the deliverable takes into consideration the max hours allowable to work per week.
I believe there is no limit on hours per week if some week’s workload is heavier than others however there is an overall hour limit in the contract. As long as the candidate does not exceed total contract hours and can still perform Project manager duties to RMC standards then more than 5 hours a week should not be an issue.
9. There is reference on the performance evaluation criteria to a BPA call. Does the government intend to issue BPA calls as part of the project?
No
10. What is the place of performance? Can the position be remote or offsite?
The position only requires the candidate to report to a forest service office 5 hours a month I believe, but the amount of in office hours required is stated in the work requirements. So where they work from while not at a forest service facility or doing field visits is up to them but there is a travel cap so if they do work remote they need to manage travel to meet required office hours and be able to check the field work.
