C.1 GENERAL INFORMATION
C.1.1 FACILITIES
This Performance Work Statement (PWS) describes the performance requirements for selected activities for the United States Department of Agriculture (USDA) Beltsville
Agricultural Research Center (BARC) in Beltsville, Maryland. The term “Service Provider or SP” is used throughout this document and applies to the proposal selected to perform this PWS, whether
Federal Government or commercial Service Provider (SP), unless otherwise specified. The goal of this PWS is to obtain efficient, cost-effective services.
Beltsville Agricultural Research Center (BARC) conducts research to develop and transfer solutions to agricultural problems of high national priority and provide information access and dissemination in order to ensure high-quality safe food and other agricultural products to assess the nutritional needs of Americans; sustain a competitive agricultural economy; enhance the natural resource base and the environment; and, provide economic opportunities for rural citizens, communities, and society as a whole
C.1.1.1 BELTSVILLE AGRICULTURAL RESEARCH CENTER (BARC)

BARC, administered by the USDA‐ARS, is a campus of agriculture fields and supporting infrastructure, roads, laboratories, and offices. It is accessible from U.S. Route 1, and the Baltimore-Washington Parkway, which provide connectivity to both Interstate 95 (I‐95) and the Capital Beltway Inner Loop (I‐495). BARC consists of approximately 6,615 acres organized as farms, which support clusters of laboratories and administrative buildings, numerous temporary agricultural storage structures, and open agricultural fields. The BARC is bordered by the suburban community of Beltsville, the cities of Greenbelt and College Park, and by several properties managed by other Federal agencies
C.1.3 SCOPE OF WORK
C.1.3.1 The SP shall provide qualified labor, supervision, equipment, and supplies / materials, except those furnished by the Government, necessary to perform services described in
Section C.2 of this PWS. The SP shall be responsible for maintaining current facility buildings, grounds and equipment to their most productive and efficient state of performance.
C.1.3.2 The purpose of this PWS is to define the maintenance and service requirements in terms of output requirements and the quality level or standard of acceptable performance of those outputs. The PWS shall define objectives to be met and provide for objective measurement, whether qualitatively or subjectively, of the requirements.
C.1.4 PERSONNEL
C.1.4.1 The SP shall provide an off-site project manager to be available for discussion with the Government Contracting Officer (CO) or Contracting Officer’s Representative (COR). The project manager shall act as the central point of contact with the CO / COR. The PM shall visit the site periodically, prior scheduled with the COR.
C.1.4.2 The SP shall furnish fully trained and qualified personnel to accomplish the work prescribed in this PWS. All SP employees shall have proper documentation for employment inside the United States and government identification. The SP shall employ personnel who are able to speak, read, write, understand and communicate in English.
C.1.4.3 All personnel employed by the SP or any representative of the SP entering
Government property shall obey instructions, rules, regulations, or operating procedures that apply to BARC. SP shall be responsible for maintaining satisfactory standards of employee professionalism, competency, conduct, appearance, and integrity in accordance with the
Department of Agriculture Human Resources Management Employee Responsibilities and
Conduct Personnel Bulletin (735-1) (accessible at http://www.usda-ethics.net). The Government reserves the right to require removal from the work location of any SP employee who endangers persons or property or whose continued employment is inconsistent with the interests of the
Government as determined by the CO.
C.1.4.4 SP personnel shall wear appropriate uniforms while performing official duties.
C.1.5 OPERATION CONDITIONS
C.1.5.1 Normal working conditions BARC entail risks associated with facility maintenance.
C.1.5.2 BARC’s normal business hours are 5 days per week, Monday through Friday
(excluding federal holidays), from 0800 to 1630 EST / EDT.
C.1.5.3 Federal holidays are listed below for information. The SP is not required to staff work at BARC during holidays.

C.1.6 QUALITY CONTROL
C.1.6.1 The SP shall provide a quality control plan for ensuring that they meet the standards designated for the performance objectives described in this PWS. Quality Control plan shall include the following:
a. An inspection system covering all required performance task
b. A method of identifying deficiencies in the quality of services performed
c. A list of corrective actions or measures used to prevent deficient or unsatisfactory performance
d. A system for maintaining a record of all inspection reports and proposals
C.1.7 PHYSICAL SECURITY
C.1.7.1 The SP must comply with USDA, ARS, BARC, and associated worksite security policies and procedures and any other security measures or directives that are implemented for the protection of personnel, facilities, and other Government assets.
C.1.8 SAFETY, HEALTH, AND ENVIRONMENTAL PROTECTION
C.1.8.1 ACKNOWLEDGEMENT OF RISKS
C.1.8.1.1 The SP shall provide its personnel with full and realistic information pertaining to the potential hazards of their work at BARC. The SP is responsible for its employees’ compliance with health and safety procedures and is liable for any consequences of its employees’ failure to comply with known or common sense health and safety procedures or practices.
C.1.8.2 COMPLIANCE
C.1.8.2.1 The SP shall actively support BARC safety, health, environmental protection, and hazardous waste programs by ensuring compliance with Federal, state, and local environmental, safety, and health laws and regulations, and the associated USDA, ARS, BARC directives, policies, and procedures (such as safety, emergency management, “Open Flame”).
C.1.8.2.2 The SP shall allow access to areas under SP control for environmental inspections to determine compliance with Federal, state, and local environmental policies, regulations, and procedures. Any records requested by a regulatory authority must be produced in the timeframe imposed by that authority.
C.1.8.3 OCCUPATIONAL SAFETY, HEALTH, & ACCIDENT PREVENTION
C.1.8.3.1 The SP shall perform the requirements of the PWS in compliance with Federal, state, and local safety and health laws and regulations. The SP shall comply with the Occupational
Safety and Health Act (OSHA) (Public Law 91-596) and the resulting OSHA Standards 29 Code
CFR 1910 and 1926 to protect Government resources and the general public. The SP shall follow
OSHA criteria as they pertain to occupational safety and health for its employees.
C.1.8.3 .2 Following the COVID-19 epidemic, the health and safety of BARC contractors and staff is top priority. BARC endorses recommendations from the Centers for Disease Control to the SP and all SP employees, emphasizing social distancing, cleaning and disinfecting surfaces, and practicing personal hygiene while on site.
C.1.8.4 HAZARDOUS MATERIAL CONTROL
C.1.8.4.1 The contractor must review the Asbestos Management Plan periodically and before any work that may disturb asbestos.
C.1.8.4.2 The contractor must test for lead paint before performing any work that may disturb any paint.
C.1.9 AGENCY PROGRAMS
C.1.9.1 ENVIRONMENTALLY PREFERABLE PRODUCTS & AFFIRMATIVE PROCUREMENT
POLICY
C.1.9.1.1 The SP shall participate in the Environmentally Preferable Products and
Affirmative Procurement Program during the pursuit of purchasing. Green purchasing / affirmative procurement includes but is not limited to recycled-content products, bio based products, and energy-efficient products
C.2 SPECIFIC TASKS / REQUIREMENTS
C.2.1 The SP shall conduct repairs on all broken and slipped glass on BLDG 010 (5) greenhouses and corridors:
-SP will replace and repair approximately 70 sheets of 3mm tempered glass measuring 24" X 26" and 24" X 48 11/16".
-SP will clean the preexisting glazing compound from where the broken and slipped glasses are located and apply a new glazing compound.
-SP will clean up all broken glass from the ground and surrounding areas, and dispose of any garbage associated with the repairs.
C.3 PERIOD OF PERFORMANCE
C.3.1 The SP will furnish material and complete renovations within 2 months from the awarded date.
