About this file
This document is a Statement of Work (SOW) for a sole source contract to provide service and upgrades to a Delta V Advantage Isotope Ratio Mass Spectrometer (IRMS) system at the National Laboratory for Agriculture and the Environment in Ames, Iowa.
The key requirements include upgrading the IRMS software and computer system to Windows 10, migrating the Isodat and Eager Xperience software, servicing and calibrating the IRMS and linked Elemental Analyzer and GasBench II to original equipment manufacturer (OEM) specifications, and ensuring operational sensitivity and precision. The contract is a firm-fixed price award to the only available vendor, Thermo Electron North America LLC, under simplified acquisition procedures. The period of performance is 30 days from date of award. The government will provide the replacement computer and other peripheral equipment. The award will be based on technical acceptability, delivery, and price, with technical and delivery more important than price.
