About this file
This document appears to be a set of questions and answers related to a federal contract opportunity for a fence construction project around the North Fork Negrito Creek area in New Mexico.
The key details are: The contract is for the USDA Forest Service to replace an existing 4-strand barbed wire and metal post fence with a new 2-rail metal pipe and 2-wire smooth strand fence around the North Fork Negrito Creek exclosure site. The total length of fence to be installed is 0.51 miles. The contractor will be responsible for transporting the metal pipe (supplied by the Forest Service) from the Reserve Ranger District Office to the project site, installing the new fence according to specifications, and removing and disposing of the existing barbed wire fencing. The questions and answers cover details such as the pipe material, post installation method, welding requirements, access for equipment, handling of a washed-out section, and the availability and condition of the provided pipe materials. The responses indicate that some minor brush clearing may also be required.

1- It States that you will provide 2 3/8 pipe. Is that 2 3/8 drill stem pipe?
Yes 2 3/8 drill stem pipe
2- Is the pipe magnetized?
The pipe is magnetized.
3- Do the post need to be concreted? Or driven?
The post needs to be driven in, but do not need to be concreated.
4-Will the top rail be threaded or welded on each end?
The top rail will be welded at each end.
5- Is the fence Straight or will there be corners?
There will be corners
6- If Straight how far apart would you like the H-Braces to be for termination of smooth wire?
The fence will not be straight as there will be corners.
7- What type of equipment access is allowed? Skid steer and Torro loaders are preferred.
Skid steers and torro loaders are allowed access.
8- How do you want the section handled that is currently suspended above the washed out area? This section is separate from the two intentional creek crossings in the design. We can re- route around the new bank profile, or construct a suspended fence in the same style as the crossings. However, any suspended style in that spot will likely be destroyed in the first significant flood.
Section along eroded / washed out section of bank will be routed closer to the existing road
(but not blocking the road). Do not suspend constructed fence across the eroded section. The
Government will address the eroding bank at a later time.
9- Is the lower horizontal pipe rail required to be cut and welded between each post, or can it be welded to the face of the posts?
Lower horizontal pipe rail required to be cut and welded between each post.
10- Page 3 of the fire precaution guidelines under "Welding" it states "An area of sufficient size but not less than a 10-foot radius shall be cleared down to mineral soil before welding operations are started." I would assume since this is a riparian area that minimal soil/vegetation impact would be high priority, but by this requirement 10 feet on either side of the fence would need to be cleared to bare dirt welding. Can you clarify if clearing vegetation to bare dirt would be required and if so can it be done with a skid steer, bulldozer, etc?
We ask that the contract have a fire extinguisher and bucket of water immediately nearby when welding. And that there is a spotter watching the person welding during all welding operations.
11-Are posts required to be concreted or can they be driven into the ground using a hydraulic skid steer mounted driver?
Gate and water gap terminal posts must be concreted, this has been clarified in the statement of work fence specifications.
12- Is there a pre-determined amount of pipe the contractor will be allowed for the job?
The Government will supply all pipe needed for the job. Based on the amount of pipe we have available on hand and the linear feet needed for the perimeter of the fence, there should be enough pipe material available to complete the work.
13- Is any tree falling or line clearing required?
Some minor brush clearing is needed in a few spots, no more than 5 or 6 tree branches or small juniper trees
14- One of my guys might be able to make a site visit later this week but today is the deadline for those. Can that be extended, and if so what are the access procedures in place with the land owner?
Regarding site visits, we’re not able to accommodate anymore site visits at this time. We will coordinate access to the contractor through private land but will not do so until the contract has been awarded.
15- What is the address for picking up the pipe to be used for the job? How much is there? What is it? And what condition is it in?
The address of the Reserve Ranger District office is: 5 Smokey Bear Circle, Reserve, NM
87830. 190 pieces of 2 3/8” drill stem pipe plus 54 more pieces on order. All 30’ length.
Condition is used with some surface rust.
16- Are there any other specifics about the location? Like which side of the creek it's on? End points? There are fences running almost the entire length of the canyon so it's hard to tell where the project starts and ends.
The exclosure fence spans both sides of North Fork Negrito Creek. See attached map.
