The project will be managed by Neel-Schaffer, Inc., and bid documents can be examined at Cumberland Water Association's office, Neel-Schaffer's West Point location, the Mississippi Procurement Technical Assistance Program in Jackson, and the Northeast MS Procurement Center in Columbus.

The procurement is anticipated to be funded entirely or partially through the ARPA Rural Water Associations Infrastructure Grant (RWAIG), drawing from Coronavirus State and Local Fiscal Recovery Funds. The solicitation explicitly encourages participation from minority and women's business enterprises as prime contractors and subcontractors, demonstrating a commitment to diverse vendor engagement. Bidders must comply with Mississippi Code of 1972 and numerous Uniform Guidance provisions, including federal award requirements, cost principles, and audit standards. While specific budget details are not provided, the project appears focused on comprehensive water infrastructure improvements in a rural Mississippi setting, with an emphasis on systemic enhancements to water distribution and quality infrastructure.
