About this file
This document is a Request for Proposal (RFP) issued by Harris County for a technology solution for the Harris County Clerk's Office, specifically focused on developing a comprehensive poll worker management system. The RFP seeks a vendor to provide a turnkey software solution that can support up to 15,000+ users per election event, with capabilities including training and election schedule management, worker access portals, communication tools, voter registration verification, mobile accessibility, and streamlined sign-up modules. The proposal requires vendors to submit detailed responses across six sections, including a transmittal letter, scope of services, pricing information, organizational qualifications, legal documents, and miscellaneous details.
The evaluation process will weight various criteria, with software system functionality (25%) and integration/scalability (15%) being the most significant factors. Pricing represents 5% of the evaluation, with additional pass/fail considerations for cybersecurity and information technology controls. Vendors must provide comprehensive documentation about their technical architecture, data management, security protocols, and experience with similar governmental systems. Payment will be structured on a monthly, milestone-based progress payment basis, and vendors utilizing subcontractors exceeding $25,000 must obtain a payment bond. The RFP emphasizes the need for robust data protection, compliance with local and state regulations, and the ability to support Harris County's election management processes effectively.
