About this file
This is a Reference Architecture document for Harris County, Texas, outlining the Universal Services Reference Architecture (USRA) framework that guides service delivery standards across the county's operations. The USRA comprises six interrelated domains that establish the essential building blocks for effective service delivery: Data Services, which transforms data into actionable information; Digital Services, which enable software and business applications across the enterprise; Enterprise Technology Infrastructure Services, which support applications through network services, on-premise/co-location infrastructure, and cloud infrastructure; Information Security Services, which ensure compliance with applicable standards and best practices; IT Service Management, which encompasses planning, design, delivery, operation, and control of technology services; and Technology Optimization, which leverages digital technology to improve processes and explores emerging technologies for sustainable service models. The document provides a comprehensive framework designed to ensure that vendor proposals for Harris County contracts, including the Class D Pharmacy Inventory Management Program (CDP-IMP) for Harris County Public Health Services, align with the county's established architecture and standards.
The reference architecture serves as a strategic planning tool rather than a pricing or procurement document. It does not contain pricing terms, set-asides, incumbent information, funding requirements, or contract amounts. Instead, it functions as a foundational document that establishes the technical and operational expectations for service providers working with Harris County. Proposers responding to Harris County procurement opportunities are expected to review and align their solutions with the USRA framework to ensure their offerings meet the county's governance, technology infrastructure, data management, security, and service integration objectives.
