About this file

This is a Project Manual for a water infrastructure construction project issued by the City of Fort Worth, Texas, for the construction of water improvements to serve Comancheria Way. The project involves the installation of approximately 1,530 linear feet of 24-inch PVC water line using open-cut method, with one crossing encased in approximately 20 linear feet of CSS backfill. The work also includes two gate valves with vaults, one blow-off valve, and one 4-inch combination air release valve. Additional work includes erosion control improvements such as construction entrance, silt fence, and washdown areas. Electronic bids must be submitted via the Procurement Portal by 2:00 P.M. CST on Thursday, August 13, 2026, with public opening and bid reading at the same time in the New City Hall. A prebid conference is scheduled for Friday, August 7, 2026, at 10:00 A.M., available both in-person and via web conference. The contract time is not specified in the bid form but is to be determined upon award. Award will be made to the lowest responsible and responsive bidder based on qualifications and competencies considered, pending City Council authorization within 90 days of bid opening.

Bidders must be prequalified by the City at the time of bid opening for water distribution work involving 24-inch diameter pipe, with prequalification applications due seven calendar days prior to bid opening. A bid bond equal to 5 percent of the maximum bid price is required, made payable to the City and issued by a surety meeting specified requirements. Upon award, the contractor must execute a contract within 14 days and provide performance, payment, and maintenance bonds. Liquidated damages are set at $500 per day for delays beyond the contract completion date. The contractor must perform at least 35 percent of the work with its own organization unless approved otherwise by the City. The project is a Developer Awarded Project with GBTM Sendera, LLC. as the developer, and specific compliance requirements include worker's compensation certification, MBE/SBE participation goals per Section 00 45 41, and adherence to all City of Fort Worth standard construction specifications and supplementary conditions. All contract documents, including specifications, drawings, and addenda, are available through the City's Procurement Portal and website.
